Job summary

Chugach Government Solutions is seeking a Safety / Quality Control Technician to implement and enforce safety, environmental, and quality control across temporary facilities and site support activities in Dededo, Guam.   • Knowledge of hazardous materials management, SDS handling, environmental safety regulations, and spill response processes.
  • Experience supporting safety in operations involving generators, fuel systems, MHE/WHE, temporary facilities, and field office spaces.
  • Strong communication skills for coordinating with COR, TPOC, environmental offices, and installation safety personnel.

Responsibilities

  • Coordinate environmental and safety approvals with COR and AOFN before activities.
  • Ensure contractor personnel comply with safety and environmental regulations.
  • Monitor safety compliance across facilities, generators, waste management, and fuel handling.
  • Support adoption of UFC, NFPA, EM 385-1-1, and other standards.
  • Maintain HAZMAT SDS and inventory; inspect storage and containment.
  • Assist in spill response and reporting, including MDA forms within timelines.
  • Document deficiencies and coordinate corrective actions with Project Manager.

Position LocationThis position is onsite in Dededo, Guam.

Job OverviewThe Safety / Quality Control Technician is responsible for implementing, monitoring, and enforcing safety, environmental, and quality control requirements across all temporary facilities and site support activities. Responsibilities include safety oversight, hazardous materials compliance, spill response support, inspection readiness, documentation, coordination with base environmental offices, and ensuring all work complies with Federal, DoD, Service Branch, GEPA, and Host Installation regulations as required by the Performance Work Statement (PWS).

Salary: $130,000

Responsibilities

Essential Job Duties:

  • Coordinate all environmental and safety approvals with COR and AOFN prior to construction, abatement, remediation, or O&M activities.
  • Ensure contractor personnel adhere to Federal, GEPA, DoD, Service Branch, and Host Installation safety and environmental regulations.
  • Monitor compliance with safety requirements across FOS, latrines, generators, MHE/WHE operations, waste management, and fuel handling.
  • Support implementation of UFC, NFPA, EM 385-1-1, and other PWS-listed safety standards.
  • Ensure all HAZMAT storage lockers are properly placarded, labeled, and compliant with DLAR 4145.11 and installation regulations.
  • Maintain Safety Data Sheets (SDS) for all materials stored in HAZMAT lockers.
  • Assist with cradle-to-grave tracking of hazardous waste IAW GEPA requirements.
  • Ensure EESOH-MIS inventory labels are properly affixed and materials are registered with host installations.
  • Support spill kit inventory, replenishment, and placement inside Conex storage units.
  • Assist in coordinating spill cleanup efforts and maintain compliance with environmental documents and agency requirements.
  • Verify secondary containment systems for generators and hazardous materials comply with required standards.
  • Perform routine inspections of temporary facilities, fencing, latrines, generators, and storage areas to ensure compliance with PWS requirements.
  • Verify proper installation of fire extinguishers, lighting, signage, ventilation, and emergency access paths.
  • Ensure weekly inspections of secondary containment berms when used.
  • Document and report deficiencies to the Project Manager and recommend corrective actions.
  • Assist in emergency work response coordination in accordance with PWS-defined timelines.
  • Support reporting of mishaps and preparation of MDA Form 50 within 24 hours of an accident.
  • Coordinate safety considerations during MHE/WHE lifts, including critical lift plan compliance.
  • Maintain documentation supporting safety, environmental compliance, inspections, and required reporting.
  • Support monthly reporting inputs required by CDRL A004, including fuel spills, waste management observations, and compliance notes.
  • Ensure all required records are submitted to COR/TPOC within required timelines.
  • Ability to work overtime as needed.
  • Performs other duties as assigned.

Job Requirements

Preferred:

  • High school graduate or equivalent GED.
  • Competency in Excel, Word and Outlook.
  • Experience in a quality control/assurance environment in which job functions were directly related to quality.
  • Basic knowledge of industrial hygiene, case management, industrial medical practice (regular and emergency), hazardous materials evaluation / control, and personal protective equipment types / technical detail, ergonomics, and job / task analysis.
  • Possess the required security clearance.
