Job summary

Syracuse Utilities LLC is seeking a Safety Manager to develop, implement, and oversee company safety programs and site-specific HASPs across utility, infrastructure, and construction operations. You will lead risk assessments, incident investigations, training, and compliance activities, coordinating with operations, field teams, and clients to promote safe work practices and continuous improvement.

Ideal candidates have 5+ years in safety management, strong OSHA knowledge, and certifications

Qualifications

• Bachelor’s degree in Occupational Safety or related field, or equivalent.
• Minimum 5 years safety management in construction/utility environments.
• Strong knowledge of OSHA regulations and compliance requirements.
• Experience developing HASP, JSA/JHA, audits, and incident investigations.
• Utility/construction industry experience preferred.
• Excellent communication and training delivery skills.
• Willingness to travel to sites.

JOB SUMMARY / GENERAL DESCRIPTION:The Safety Manager is responsible for developing, implementing, and overseeing company safety programs and site-specific Health and Safety Plans (HASP) to ensure compliance with federal, state, local, and customer safety requirements. This role works closely with operations, project teams, field personnel, and clients to promote a culture of safety, reduce workplace incidents, ensure regulatory compliance, and support continuous improvement across utility, infrastructure, and construction operations.ESSENTIAL JOB FUNCTIONS:Develop, implement, and maintain company safety policies, procedures, programs, and site-specific Health and Safety Plans (HASP).Conduct pre-job hazard assessments, Job Safety Analyses (JSA/JHA), risk evaluations, inspections, and compliance audits; partner with field supervisors and project teams to identify hazards, ensure compliance, and implement corrective actions.Lead incident investigations involving injuries, motor vehicle incidents, property damage, impacts to the public, and near-miss events; determine root causes, implement corrective and preventive measures, and share lessons learned with the business unit.Coordinate and deliver safety training, employee orientations, toolbox talks, regulatory training, and safety communications to employees, subcontractors, vendors, and project stakeholders.Maintain safety records, OSHA logs, training documentation, incident reports, and performance metrics; analyze trends and recommend improvements.Maintain Safety Data Sheets (SDS).Manage company PPE programs and ensure proper use, availability, and compliance.Assist with workers' compensation claims, return-to-work programs, and claim management activities.Stay current with applicable regulations, industry standards, and safety best practices.Assist with emergency preparedness planning and response activities.Perform other related duties as assigned.MINIMUM SKILLS AND QUALIFICATION REQUIREMENTS:Bachelor’s degree in Occupational Safety, Environmental Health & Safety, or a related field, or equivalent combination of education, training, and related experience.Minimum of 5 years of safety management experience within construction, utility, telecommunications, or infrastructure environments.Strong knowledge of OSHA regulations, workplace safety practices, and regulatory compliance requirements.Experience developing and implementing Health and Safety Plans (HASP), Job Safety Analyses (JSA/JHA), corrective action programs, and conducting safety audits, inspections, incident investigations, and compliance reviews.Utility (Electric, Gas), Telecommunications, Civil Construction, or other infrastructure experience preferred.Familiarity with OSHA CFR 1910 and 1926 standards for excavation safety, trenching and shoring requirements, underground utility construction, traffic control practices, utility damage prevention, and electrical transmission, distribution, and substations.Strong written and verbal communication skills with the ability to effectively communicate safety expectations to employees, management, clients, and subcontractors.Proficiency in Microsoft Office Suite and safety management software platforms including ISNetworld, Invarion, Rankin, and Samsara.Strong organizational, analytical, and problem-solving skills.Engaging and impactful presentation and public speaking skills.OSHA 30-Hour Construction certification required or obtainable within an established timeframe.Confined Space, NYS Certified Excavator Program, HAZWOPER, Lead & Heavy Metals, NFPA70E certifications preferred.CUSP, ASP, CSP, or similar professional safety certification required.Ability to adapt and thrive in a fast-paced, growing, and deadline-driven environment.Must be at least 18 years of age by the start date of employmentValid driver’s license with acceptable driving record.Ability to pass a drug test, background check, and medical card evaluation.Ability to understand and follow verbal and written instructions in English related to job duties and safety requirements.WORKING CONDITIONS:Combination of office and field-based work environment.Frequent travel to jobsites, project locations, and company facilities.Exposure to active construction zones, excavation operations, vehicular traffic, underground utility work, electrical substations, heavy equipment, and varying weather conditions.Regular use of computers, safety management systems, and reporting software.
