Job summary

TARC is seeking a Safety Manager to support the Director of Safety and Security by leading agency-wide programs in safety, security, risk management, and emergency preparedness. This role ensures compliance with FTA, OSHA, state and local regulations while promoting a strong safety culture across the organization.

The ideal candidate will possess a Bachelor’s degree in a related field and at least five years of transportation safety experience, including two years in a supervisory capacity.

  • Five (5) years of professional experience in transportation, safety management, compliance and monitoring of safety, and related activities; including two (2) years of supervisory or management experience.

Responsibilities

  • Develop and oversee agency-wide safety, security, risk management, emergency preparedness and regulatory compliance programs.
  • Maintain and update safety plans, monitor SMS programs and safety performance targets.
  • Ensure compliance with FTA, OSHA, state and local regulations; conduct audits and inspections.
  • Oversee incident documentation, analyze trends and implement corrective actions.
  • Lead safety improvements, budget support, reporting and collaborations with internal departments.

GENERAL SUMMARY:

The Safety Manager supports the Director of Safety and Security by leading and overseeing agency-wide safety, security, risk management, emergency preparedness, workers' compensation, and regulatory compliance programs. This role ensures compliance with Federal Transit Administration (FTA), Occupational Safety and Health Administration (OSHA), state, and local regulations while promoting a strong safety culture across the organization. The Safety Manager also serves as the Director of Safety and Security when needed. The position is responsible for meeting and exceeding all TARC policies and procedures; and performing other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Safety & Compliance
  • Assist in developing and implementing safety, security, risk management, and emergency preparedness programs.
  • Maintain and update agency safety plan, monitor monthly Safety Performance Targets and Safety Management System (SMS) programs.
  • Ensure compliance with FTA, OSHA, state, and local regulations.
  • Monitor safety performance metrics and recommend improvements.
  • Conduct safety audits, inspections, and compliance reviews.
  • Manage National Transit Database (NTD) safety reporting and support APTA safety audits.
Incident & Risk Management
  • Oversee accident and incident documentation.
  • Analyze accident trends and implement corrective actions.
  • Assist with workers' compensation and claims management processes.
  • Prepare reports on claims, injuries, hazards, and safety performance.Lead loss prevention initiatives.
Security Management
  • Oversee surveillance camera systems, access control, key management, and security equipment.
  • Coordinate responses to operator assaults, threats, suspicious activity, and emergency incidents.
  • Partner with law enforcement and security contractors.
  • Evaluate facility vulnerabilities and recommend security improvements.
  • Ability to work extended hours during emergencies, incidents, or critical events as directed.
Leadership & Administration
  • Supervise assigned staff.
  • Support departmental budgeting and financial planning.
  • Collaborate with internal departments on continuous improvement initiatives.
  • Assist in preparing reports and presentations for executive leadership and the Board of Directors.
  • Participate in Safety Committee meetings and professional organizations.
  • Serve as Acting Director of Safety and Security when required.
  • Performs other job-related duties as requested.
EDUCATION AND EXPERIENCE:
  • Bachelor's degree from an accredited four-year college or university with major coursework in public or business administration, human resources, or a closely related field; and
  • Five (5) years of related professional-level experience in transportation; safety management; compliance and monitoring of operational safety, fire/life safety, industrial safety, construction safety, environmental safety, accidents/incidents and investigations, and safety project management activities; including two (2) years of supervisory or management experience in safety and security.
  • Familiarity and understanding of Occupational Health and Safety Administration regulations, and Department of Transportation regulations is preferred.
  • Possession of, or ability to obtain, a valid Kentucky or Indiana Driver's License by the time of appointment and a satisfactory driving record.

Note: An equivalent combination of related education and experience may be substituted for the above-stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
