Missouri Primary Care Association in Jefferson City is seeking a Digital Backbone Project Director to lead the Rural Health Transformation Program for five years, overseeing EHR modernization, telehealth, interoperability, and cybersecurity initiatives.

This exempt, full-time role reports to the Chief of Operations and Programs, requiring strong PM/leadership, budgeting, and vendor-management experience, with PMP/CSM preferred and a track record in healthcare IT programs.

Qualifications

• Bachelor’s degree in CS, IT, Public Administration, or related field required.
• Master’s degree preferred.
• 10+ years IT project management experience in healthcare.
• Experience with RFPs and federal procurement procedures.
• PMI/CSM/PMP certification preferred.

Responsabilités

• Lead end-to-end execution of the RHTP Digital Backbone portfolio.
• Translate Scope of Work into plans, milestones, and deliverables.
• Oversee vendors, subcontractors, and implementation partners.
• Coordinate with MPCA leadership and regional hubs for alignment.
• Manage procurement, SLAs, performance, and invoicing.
• Ensure compliance with interoperability, cybersecurity, and privacy.
• Maintain program budgets, forecasts, and resource allocation.
• Establish portfolio-level controls for schedule and risks.
• Monitor progress and report to executive leadership.
• Identify barriers and escalate as needed.
• Ensure documentation, audit readiness, and reporting.
