Job description

About the Position

We’re seeking a Risk Specialist to support large, heavy‑civil infrastructure programs, including highways, roads, bridges, transit (both rail and bus), international airports, and water/wastewater projects delivered through both traditional and alternative methods. Your primary focus will be supporting comprehensive risk management efforts, maintaining risk reporting tools, and collaborating with key stakeholders to enhance program risk oversight.

This is a long‑term, full‑time, on‑site position located in Sacramento, CA.

Responsibilities
  • Assist the team in establishing and maintaining cost and schedule baselines to assess risk exposures.
  • Support input required for external stakeholders, grant applications, and program reporting.
  • Develop and maintain risk reporting tools for cost and schedule risk analysis.
  • Manage the Authority’s risk register, ensuring proper coordination between program level and project‑level risks.
  • Maintain and update the Authority’s Program Risk Management Plan and prepare quarterly risk management reports.
  • Provide guidance and templates for project risk management, including qualitative risk registers and quantitative risk assessments.
  • Support project teams in implementing risk management strategies and maintaining project risk contingency plans.
  • Review and challenge project‑level risk assessments to ensure accuracy and effectiveness.
  • Collaborate with Enterprise Risk personnel to align with overall risk management goals.

Minimum Qualifications
  • Bachelor’s degree in quantity surveying, civil engineering, or related field, or equivalent combination of education and experience.
  • 10+ years of experience in risk management on large (>$500M), complex, heavy‑civil infrastructure projects in transportation or transit sectors.
  • Strong understanding of risk management processes and methodologies.
  • Familiarity with risk analysis and scheduling tools (e.g., Primavera Risk, Deltek Acumen Fuse, @Risk).
  • Familiarity with project and construction management software (e.g., MS Project, Primavera P6).
  • Proficient with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint).
Preferred Qualifications
  • Master’s degree in quantity surveying or civil engineering.
  • Certification in Project Management (PMP, PMI‑RMP, or equivalent).
  • Professional Engineering license in CA, or the ability to obtain it through reciprocity.
  • Proficiency with Power BI, Tableau, or similar platforms for building interactive schedule dashboards and KPI visualizations.
Compensation Details

Expected Salary: $110k–$200k/year ($52–$96/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
