Job summary

Amentum is seeking a Risk Mitigation Specialist to support DCSA EV programs, including VTU, DDU and RMU. You will prepare and oversee RMSs, manage risk portfolios, coach junior staff, and coordinate with government and contractor teams to deliver thorough risk assessments and mitigation strategies.

Candidates should have extensive experience in risk management, strong data analysis and strategic communications skills, and the ability to operate in classified and unclassified environments.

Qualifications

  • Bachelor's degree in an area related to the labor category.
  • 8 years’ experience in risk treatment or risk management in the areas of law, finance, business, operations, insurance, security, manufacturing, audits, or compliance.
  • 8 years’ experience or education in risk management systems or guidelines, such as ISO 31000, COSO, or other ERM models.
  • 8 years’ experience in ability and skill in communicating verbally and in writing.
  • 8 years’ experience applying data analysis, trend analysis and problem-solving techniques; knowledgeable of data manipulation within databases and Microsoft software packages.
  • 8 years’ experience in ability to identify trends, patterns, anomalies, and recommend solutions.
  • 8 years’ experience in conducting strategic communications with key stakeholders, including preparing written reports, leading conferences, and giving briefings.
  • 8 years’ experience in navigating technology effectively and efficiently at classified and unclassified levels (i.e. SharePoint, Microsoft Office Tools).

Responsibilities

  • Prepare, implement, and oversee routine RMSs addressing risk indicators with clear treatment rationales and residual risk.
  • Ensure RMSs adhere to internal style guides before dissemination.
  • Oversee a portfolio of companies under mitigation and provide coaching to RMOs.
  • Conduct peer reviews of RMSs and identify areas for improvement and action.
  • Manage workload and suspense dates, realign work as needed to meet customer requirements.
  • Monitor KPIs and report performance metrics to supervisors on request.
  • Respond to information requests from Government customers and brief at conferences/meetings.

Job description

Purpose and Impact

Risk Mitigation Specialists will support the Defense Counterintelligence and Security Agency (DCSA) Office of Entity Vetting (EV). EV consists of highly qualified security, intelligence, and business professionals making up the Verification and Triage Unit (VTU), Due Diligence Unit (DDU), and Risk Management Unit (RMU). VTU is responsible for the review and triage of companies for business or foreign ownership, control, or influence (FOCI) risk indicators. In addition, VTU adjudicates companies’ eligibility, and continued eligibility for an FCL. DDU conducts business and security-related research and analysis of companies to inform decision makers of risks impacting initial and continued entity eligibility. RMU evaluates relevant analytic products to develop effective risk management strategies addressing risks impacting eligibility of a company. In addition, RMU negotiates and implements required strategies with industry, and provides oversight support to other government stakeholders and DCSA field assets.

Work Schedule

Monday – Friday, 8hr days, typical 8am-4pm (not accounting for lunch breaks) but may be some daily schedule flexibility with approval from team lead/PM (within typical building access hours of 6am to 6pm)

Essential Responsibilities

Prepare, implement, and oversee routine to moderately complex RMSs addressing risk indicators, ensuring each meet prescribed quality standards and contain the appropriate focus, depth, and breadth of information based on the individual task circumstances RMSs should clearly convey the treatment(s) chosen for each risk indicator, a rationale for each treatment, and any residual risk remaining requiring action by an outside party. Ensure RMSs adhere to applicable internal style guides prior to internal and external dissemination. Actively manage and oversee a portfolio of companies operating under mitigation. Provide technical direction and feedback to Government and Contractor staff, other internal parties, and external parties related to business and security risks, specific mitigation measures available, unmitigated residual risks, and related processes and procedures. Provide coaching, training, and mentoring to less experienced RMOs. Conduct peer reviews of RMSs drafted by less experienced RMOs as directed. Identify areas for improvement, determine the appropriate course of action addressing the areas for leadership’s consideration, and implement solutions areas for improvement may include workflow enhancements, product format revisions, additional training needs, and updates to internal guidance. Conduct workload management tasks by providing reasonable and appropriate suspense dates based on documented case prioritization related to timing, monitoring completion status, ensuring suspense dates are met, and realigning work, as needed, and if required. Manage competing priorities in those circumstances where current staff is not available to meet customer requirements. Actively monitor individual metrics against established key performance indicators (KPIs) and prepare the timely dissemination of individual and team performance metrics to supervisors on a recurring basis as requested. Respond to requests for information from internal and external Government customers. Participate in and brief at conferences and meetings with internal and external customers on matters related to the risk management mission. Perform other duties as assigned.

Work Environment, Physical Demands, and Mental Demands

Must complete a government driven training/certification program upon start of work that focuses on completing expected task range. Training typically lasts 6-8 weeks but may be adjusted at government direction.

Minimum Requirements (Knowledge, Skills, and Abilities)
  • Bachelor’s degree in an area related to the labor category.
  • Minimum 8 years’ experience in risk treatment or risk management in the areas of law, finance, business, operations, insurance, security, manufacturing, audits, or compliance.
  • Minimum 8 years’ experience or education in risk management systems or guidelines, such as International Organization of Standardization 31000, Committee of Sponsoring Organizations, or other Enterprise Risk Management models.
  • Minimum 8 years’ experience in Ability and skill in communicating verbally and in writing.
  • Minimum 8 years’ experience applying data analysis, trend analysis and problem-solving techniques. Contractor must be knowledgeable of data manipulation within databases and Microsoft software packages.
  • Minimum 8 years’ experience in ability to identify trends, patterns, anomalies, and recommend solutions.
  • Minimum 8 years’ experience in conducting strategic communications with key stakeholders, including preparing written reports, leading conferences, and giving briefings.
