Full Time Management West Haven, CT, US

Salary: $93,000.00 Annually

SUMMARY

Incumbents regularly perform accounting and financial analysis work, assist in budget preparation, and supervise licensing, revenue processing, and accounts receivable operations and staff. This position is responsible for monitoring and reviewing policies and procedures/processes, preparing financial analyses for short and long-range revenue and expenditures forecasts, and participating in the implementation of process improvements. This position provides frequent analysis of the City's financial position to aid in decision making and reporting throughout the year and is engaged in various municipal accounting operations within the general ledger, cash, investments, and other special assignments. Work is complex and requires independent judgment and leadership based upon a broad background or experience.

  • Prepares, reviews, interprets, and analyzes a variety of information, data, and reports; makes recommendations and presentations based on findings
  • Monitors and performs various account reconciliations and provides analysis regarding their impact on the trial balance
  • Assists with program/system evaluation and organizational analysis and monitoring of procedures and methods
  • AssistswithauditsoftheCitydepartments,functions,programsoractivitiesandfirms doing business with the City, including performance, compliance, contracts, and financial audits
  • Supervises business compliance specialists and accounts receivable staff to include prioritizing and assigning work, conducting performance evaluations, and participating in hiring, termination, and disciplinary recommendations
  • Responds to and provides guidance on staff inquiries regarding general billing questions from customers
  • Responsible for assisting business compliance specialists with the resolution of customer account inquiries including the ability to handle irate customers
  • Exercises considerable discretion and judgment as the first point of contact when staff is unable to resolve customer concerns
  • Developsandpreparesshort-termandlong-termrevenueforecastsandexpenditure forecasts as needed
  • Maintains effective working relationships with department staff and the general public

EDUCATION and/or EXPERIENCE

Bachelor's Degree in Economics, Finance, Accounting, Public Administration, or other business-related field from an accredited institution and five years professional experience in financial cost analysis, budget preparation, or a closely related financial/fiscal activity, and three to five years of supervisory or lead role experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Master's degree preferred. Additional education cannot be substituted for experience.
