The Retirement Investment Analyst II is the journey level class in the Retirement Investment Analyst series characterized by the responsibility to conduct detailed data collection and analysis for use by SCERA management and the Board of Retirement in the evaluation of the Investment Program. The incumbent works under the general supervision and guidance of a higher-level Investment Officer.
The Retirement Investment Analyst II is distinguished from the class of Retirement Investment Analyst I in that the latter is an entry level class and requires the incumbent to work under close supervision. This class is distinguished from the class of Retirement Investment Officer in that the latter assists in the administration of SCERA’s Investment Program.
Strong Retirement Investment Analyst II candidates will have investment experience in a public agency or financial institution which involved financial analysis, investment analysis, economic analysis, and/or investment reporting or performance measurement and the proven ability to work independently. This position requires prolonged concentration while analyzing detailed financial, economic, and investment information. Note: This position has standard weekly business hours with occasional early morning, evening, or extended hours to accommodate Board and Investment Committee meetings, events, or travel. There will be periodic travel for conferences, educational programs, and investment manager due diligence visits.

This recruitment is being conducted to fill a Retirement Investment Analyst II position in SCERA. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list. Any combination of education and experience that would provide the opportunity to acquire the knowledge and abilities listed. Normally, this would include possession of a Bachelor's degree, or equivalent, in economics, finance, accounting, business/public administration which includes significant coursework in economics, quantitative analysis, financial accounting, statistics, or a closely related field AND two years of investment experience in a public agency or financial institution which involved financial analysis, investment analysis, economic analysis, and/or investment reporting or performance measurement; OR possession of a Master's degree, or equivalent, with an emphasis in any of the above listed areas and one year of professional investment experience in the above listed areas. A Chartered Financial Analyst (CFA) designation is highly desirable.
Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position. The selection procedure will consist of the following examination:
An Application and Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass); and for educational coursework, training, experience, knowledge, and abilities which relate to this position.
Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application and Supplemental Questionnaire Appraisal Examination which evaluates the education, training, experience, skills, knowledge, abilities, and other qualifications that you demonstrate in your application and/or response to the supplemental questionnaire. Please be aware that resumes and cover letters are not typically evaluated in the Application and Supplemental Questionnaire Appraisal Examination. Scores may be adjusted based on such factors as the number of candidates, anticipated vacancies, past practice, and natural breaks in the scores achieved by this group of candidates.
