We improve lives

The IDB Group is a community of diverse, versatile, and passionate people who come together on a journey to improve lives in Latin America and the Caribbean. Our people find purpose and do what they love in an inclusive, collaborative, agile, and rewarding environment.

About this position

We are looking for a detail-oriented, analytical, and proactive Resource Planning and Administration Senior Associate. As Resource Planning and Administration Senior Associate, you will help the Resource Management team plan and monitor EXC’s budget and workforce, strengthen financial execution and internal controls, deliver timely management reporting, and coordinate the administrative services that keep the department running efficiently.

Reporting to the Resource Management Team Lead, you will coordinate assigned activities and provide analytical and operational support to the EXC Front Office, Divisions, and Units, ensuring follow-through and continuity across your portfolio.

Based in the Front Office of the External Affairs and Communications Department, the team offers specialized technical and functional advice on human and financial resource allocation and streamlines internal processes to contain costs, reduce duplication, and strengthen service delivery. You will exercise judgment within your delegated authority, escalating strategic, sensitive, and policy matters to the Team Lead.

What you’ll do
  • a. Budget and Financial Planning
    • Support development of EXC’s work program and annual budget, translating strategic priorities into goals, targets, indicators, and SLA resource requirements for IDB Lab and IDB Invest.
    • Monitor budget execution by tracking funding sources and allocations, flagging deviations or gaps, and preparing forecasts and variance analyses.
    • Identify financial and contractual risks and prepare analyses and contingency scenarios for management review.
    • Process and validate accounts payable and payments; review documentation, reconcile expenses, process reclassifications, and manage accruals.
    • Maintain accurate budget and expense data across SAP, Hyperion, and internal systems, coordinating solutions with corporate units.
    • Partner with EXC teams to support resource allocation and budgeting across the full life cycle of events and activities.
  • b. Workforce Planning and talent acquisition processes
    • Support workforce planning and coordinate timely selection, contracting, and onboarding of EXC’s complementary workforce in line with business priorities.
    • Provide technical guidance to supervisors on HR policies, procedures, systems, and contracting matters.
    • Support initiatives that strengthen engagement, inclusion, well-being, team effectiveness, and organizational change.
  • c. Management Reporting and Resource Analysis
    • Integrate and analyze financial, operational, and process data to deliver recurring and ad hoc management reports, identify risks and improvement opportunities, and recommend actions on budget execution and resource allocation.
    • Design and maintain data flows, reports, and visualization tools that strengthen transparency and decision-making.
    • Assess EXC’s work program, business plan, budget, and RBB metrics, analyzing performance trends and proposing recommendations for management review.
  • d. Process Improvement and Internal Controls
    • Coordinate internal communication and maintain administrative guidelines, procedures, and tools on the intranet.
    • Maintain compliance, audit-ready budget, accounting, and supporting records.
    • Analyze and help redesign internal processes to close service gaps and reduce inefficiencies, applying project management approaches.
    • Translate IDB policies into practical work procedures and guide staff in their consistent application.
    • Manage internal requests and drive service improvements through the ServiceNow portal.
  • e. Administrative Coordination and Business Continuity
    • Coordinate administrative services, including facilities, travel, technology access, office space, and licenses, to ensure business continuity and a high-quality workplace.
    • Serve as a go-to resource on administrative policies and procedures, helping EXC personnel resolve requests efficiently.
    • Monitor compliance and data integrity in time reporting, leave administration, system access, and permissions.
    • Contribute to cross-cutting initiatives and special projects that advance management priorities.
    • Track assigned priorities through completion and handle routine matters; in the Team Lead’s absence, provide operational coverage and communicated positions on delegated matters.
What you'll need
  • Education: Master's degree in Accounting, Business Administration, Finance, Engineering, or related areas
  • Experience: At least 5 years of experience related to the key responsibilities of the position, with a minimum of 3 years of international experience in budget, accounting, auditing, and administration areas, to include budget preparation, accounting, and financial analysis. Experience in implementing and executing corporate support services in a complex environment managing multiple priorities simultaneously, preferably in international organizations.
  • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
Other Key Skills:

  • Financial analysis and resource coordination: Supports budgeting, forecasting, allocation, execution, and controls through accurate analysis and coordination.
  • Risk identification and escalation: Identifies risks early, applies sound judgment, and escalates sensitive or complex matters appropriately.
  • Data analysis and management reporting: Integrates data, evaluates results, and prepares clear insights and recommendations for management.
  • Process and project coordination: Coordinates workflows and project activities to improve efficiency, controls, and service delivery.
  • Administrative and contract management: Coordinates contracts, vendors, and workplace services with accuracy, efficiency, and compliance.
