Job summary

Central City Concern in Portland is seeking a Resident Services Coordinator to assist residents with resources and referrals in Fair Market and Section 8 communities. The role builds community through events and meetings, working with residents and staff to resolve financial and behavioral issues that could affect housing.

The RSC collaborates with partner agencies, maintains records, and supports tenant engagement through programs like financial literacy and safety initiatives.

Qualifications

  • Must have a high school diploma or GED; advanced education desirable.
  • One year of experience in a supportive housing environment or related work with behavioral health/substance abuse.
  • Knowledge of chemical dependency and treatment.
  • Experience with people experiencing mental illness preferred.
  • Must pass pre-employment drug screen and background check.
  • Valid driver’s license preferred; DMV background check if required to drive.

Responsibilities

  • Identify resident issues and link to housing resources.
  • Mediate neighbor and tenant disputes.
  • Educate residents about building rules and policies.
  • Serve as liaison with service providers related to housing programs.
  • Communicate with Portfolio Manager and Resident Monitors; maintain ongoing contacts.
  • Network with community agencies to link residents to resources.
  • Maintain activity logs and required reports.
  • Interview applicants prior to move-in and assess basic needs.
  • Follow up with residents to ensure needs are met.
  • Refer to employment, benefits, health resources as needed.
  • Work as part of a team providing supportive housing.
  • Respond to and investigate housing-related reports and issues.
  • Plan community programs and activities (ready-to-rent, financial literacy, safety, events).
  • Adhere to privacy and security regulations and CCC policies.

Job description

The Resident Services Coordinator (RSC) assists residents through resources and referrals within designated Central City Concern Fair market and Section 8 Communities. Building community is very important to the success of the Resident Service Coordinator. The RSC will hold community events and meetings to help to build cohesion between tenants. This individual works with residents and staff to find solutions to financial and behavioral problems that if not resolved, would jeopardize the resident's continued housing.

Hazel Heights is a 153-unit Low Income Housing Tax Credit building located in the Hazelwood neighborhood of SE Portland. The building consists of one-bedroom and two-bedroom units. transformation.

Schedule: Tuesday - Saturday, 9:00am - 5:30pm (Sunday and Monday Off)

Location: Hazel Heights, 12621 SE Stark Ave, Portland

Compensation: $23.86/hr - $31.67/hr. Final comp will be determined based on relevant experience, education, credentials/licensure, and internal equity. External candidates: Offer max $27.69/hr per our Union contract.

MINIMUM QUALIFICATIONS
  • Must have a high school diploma or G.E.D. Advanced education is desirable.
  • One year of applicable experience in a supportive housing environment and/or related experience working with people experiencing behavioral health and/or substance abuse issues.
  • Knowledge of chemical dependency and treatment required.
  • Experience working with people who experience mental illness preferred.
  • Must pass a pre-employment drug screen and background check.
  • Will be required to carry an agency cell phone for work use. Cell phones will be provided by Central City Concern.
  • Valid driver's license preferred. If required to drive, must pass a DMV background check and be designated an "acceptable" driver as outlined in Central City Concern's Fleet Safety Policy. If required to drive, must pass an initial driver's training within 60 days of being an approved driver and continued recertification training.
  • Physical ability to bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects and climb stairs with no or reasonable accommodation.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Identify resident issues; provide links to resources assisting resident with continued housing.
  • Mediation of neighbor disputes and tenant/landlord disputes are the responsibility of the RSC.
  • Assist and support residents by information sharing and educating residents about building rules and policies.
  • Serve as liaison from specific housing program/residency to service providers, including those directly associated with resident.
  • Establish and maintain ongoing communications with Portfolio Manager, working with residents to maintain housing and establish and maintain ongoing communications with Client/Resident Monitors.
  • Network with agencies in the community to assist linking residents to resources and participate and help coordinate a monthly tenant council meeting.
  • Maintain activity log reflecting resident interaction and prepare required reports in an accurate manner.
  • Interview all applicants prior to move in to complete basic needs assessment, ensure they meet building criteria and understand your role in the community in assisting them in meeting their needs.
  • Follow up regularly with residents to ensure they are getting these needs met.
  • Refer to employment opportunities, supported employment, benefits and entitlements, medical and mental health resources as needed and or desired by the resident.
  • Function as part of a team providing supportive housing and report to various job sites as directed by supervisor.
  • Respond to and investigate resident reports of building, community, CCC Process and Procedures and CCC employee issues that arise directly related to the building(s) you are responsible for.
  • Create and execute community programs and activities within the building including but not limited to ready to rent, financial literacy, neighborhood safety, potlucks, movie nights and community meetings.
  • Adhere to all state and federal privacy and security regulations applicable to the program, and to CCC policies and agreements regarding confidentiality, privacy, and security. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Participate as requested in Resident Quality Improvement Council.
  • Perform other duties as assigned.
