GSF Properties Inc. seeks an experienced Resident Manager to oversee two affordable housing communities in Fresno, CA totaling 79 units. You will handle leasing, resident relations, compliance with LIHTC and Fair Housing, and day-to-day operations to maintain safe, well-run properties.

This on-site role offers Monday–Friday, 8:00 AM–5:00 PM, with a provided two-bedroom apartment and benefits. Experience in LIHTC, leasing, move-ins, annual certifications, and strong communication skills are

Qualifications

• Minimum 1 year of affordable housing or property management experience.
• Strong knowledge of LIHTC compliance including certifications and recertifications.
• Experience with leasing, resident relations, and daily property operations.
• Ability to maintain accurate resident files and ensure regulatory compliance.
• Strong communication, organizational, and customer service skills.
• Self-motivated, detail-oriented, and able to manage multiple priorities.
• Proficiency with basic computer applications and property management software.
• Ability to reside in the provided on-site apartment in Fresno, CA.
• Available to work Monday-Friday, 8:00 AM-5:00 PM.
• Valid driver’s license required.

Responsibilities

• Oversee daily operations of two affordable housing communities totaling 79 units (45-unit LIHTC and 34-unit senior LIHTC).
• Ensure compliance with LIHTC regulations, Fair Housing, company policies, and regulatory standards.
• Manage all leasing activities, including applicant screening, move-ins, certifications, and annual recertifications.
• Maintain accurate resident files and compliance documentation per program requirements.
• Monitor occupancy levels and implement leasing and retention strategies.
• Provide exceptional customer service and build positive relationships with residents and vendors.
• Coordinate maintenance to keep communities safe, attractive, and well-maintained.
• Address resident concerns promptly and enforce community policies.
• Assist with rent collections, expense management, and performance goals.
• Collaborate with Portfolio Manager and Compliance Team to support operations.

As the Resident Manager, you'll play a vital role in the daily operations and success of both communities. From leasing and resident relations to compliance and property oversight, you'll help ensure residents enjoy a safe, well-maintained community while maintaining compliance with affordable housing regulations and company standards.

Compensation & Schedule:

• Pay: $22.00 per hour, plus a 2-bedroom, 1-bath apartment and comprehensive benefits package
• Schedule: Monday-Friday, 8:00 AM-5:00 PM
• Housing Included: Two-bedroom apartment provided in Fresno, CA

Key Responsibilities:

• Oversee the daily operations of two affordable housing communities totaling 79 units (45-unit LIHTC community and 34-unit senior LIHTC community).
• Ensure compliance with LIHTC regulations, Fair Housing requirements, company policies, and regulatory agency standards.
• Manage all leasing activities, including applicant screening, move-ins, certifications, and annual recertifications.
• Maintain accurate resident files and compliance documentation in accordance with program and company requirements.
• Monitor occupancy levels and implement effective leasing and resident retention strategies.
• Provide exceptional customer service while fostering positive relationships with residents, vendors, and community partners.
• Coordinate maintenance activities to ensure both communities remain safe, attractive, and well-maintained.
• Address resident concerns promptly and professionally while enforcing community policies.
• Assist with rent collections, expense management, and achieving property performance goals.
• Partner with the Portfolio Manager and Compliance Team to support operational success and regulatory compliance.

Requirements

Preferred Qualifications:

• 2+ years of affordable housing or LIHTC property management experience.
• Experience processing move-ins, annual recertifications, and compliance documentation.
• Knowledge of Fair Housing regulations and affordable housing programs.
• Experience with Yardi, RealPage, or similar property management software.
• Previous experience managing a LIHTC community.
