Job summary

WSH Management seeks a skilled Community Manager to oversee operations for a 94-unit LIHTC complex in California. You will manage rent collection, supervise maintenance, and lead a small team while ensuring compliance with policies and affordable housing programs.

Responsibilities include budgeting, reporting, resident interviews, move-ins/outs, and resident recertification, with a focus on maximizing occupancy and maintaining a positive community environment.

Qualifications

  • Minimum 2 years on-site as a Community Manager; supervisory experience preferred.
  • Affordable housing experience required.
  • Valid Driver’s License and reliable transportation.
  • Knowledge of OSHA laws and regulations.
  • Proficiency in Microsoft Office and property management software.

Job description

This property is a 94-unit LIHTC complex that serves a population 62+yrs or older. The manager will be responsible for collecting/processing rent, delegating tasks to team members (maintenance technician and Social service/Activity coordinator), work order entry/closing, move-in and move-out duties, retrieving and process payables on time, maintain resident files organized, interviewing applicants from a waiting list, working with maintenance on unit turns, assist residents with recertification process, training new staff and above all cultivating a positive team environment.What We OfferPay: $27.00–$29.00 per hourSchedule: Full-time (40 hours per week), Monday–Friday, 8:00 AM–5:00 PM2 Bedroom unit to live onsiteBenefits: Medical, Dental, Vision, Life Insurance; 401(k) with employer matchTime Off: Paid vacation and 15 paid company holidaysKey ResponsibilitiesOversee day-to-day property operations, ensuring consistent implementation of community policies and compliance standardsPrepare and submit weekly and monthly reports, and support the development of the annual operating budgetManage accounts receivable and payable, including rent collection/processing and timely submission of payablesSupervise and delegate tasks to the Maintenance Technician; monitor work orders, unit turns, and property upkeepPerform administrative functions such as move-in/move-out processing, resident file management, and applicant interviews from the waiting listSupport residents through the recertification process and address resident concerns in a timely, professional mannerTrain and onboard new staff while fostering a positive, collaborative team cultureMonitor community appearance and ensure maintenance issues are addressed promptlyMaximize occupancy, minimize lost rent, and ensure the property operates in the owner’s best interestCarry out additional duties as assigned to support departmental and company objectivesFinancialDemonstrate ability to understand financial goals, operate asset in owners’ best interest in accordance with Policies & Procedures Manual.Maintain accurate records of all community transactions and submit on timely basis (i.e., rent rolls, delinquency reports, move-in/move-outs, etc.).Daily review of property Yardi dashboard.Review all vacant and available units to ensure timely move ins.Prepare annual budgets and income projections in a timely and accurate manner.Ensure that all rents and late fees/check charges are collected, posted and deposited in a timely manner.Generate necessary legal action, documents and process in accordance with Landlord/Tenant Law, Fair Housing Laws and Company guidelines.Provide constant vendor/contractor communications concerning scheduling, billing, vendor relations and certificates of insurance.Ensure that invoices are accurately processed for approval and payment by Corporate office, manage petty cash and all funds.LeasingEnsure property is rented to fullest capacity and lost rent is minimized.Utilize the Yardi leasing workflow process from initial contract through approval or denial of tenancy, and move in.Utilize marketing strategies to secure prospective residents.Confirm that leasing staff techniques are effective in qualifying and securing future residents.Confirm that leasing staff gather information about market competition in the area and file.Continually monitor and analyze traffic logs, conversion ratios, budget guidelines, renewal information, marketing data, etc., to be able to give up-to-date and proper information when requested by others.Represent the company in a professional manner at all the times.AdministrativePrepare and/or implement procedures and systems within company guidelines to ensure orderly, efficient workflow.Working knowledge of California landlord/tenant law, and common procedures and notices.Confirm all leases and corresponding paperwork are completed and input to software System accurately and on a timely basis.Ensure current resident files are properly maintained and in required order.Ensure all administrative paperwork is accurate, complete and submitted on a timely basis.Ensure compliance with all applicable affordable housing programs.Lead emergency team for community. Ensure proper response and handling of all community emergencies with staff, residents, buildings, etc. within company guidelines to minimize liabilities (i.e., criminal activity on community, employee/resident injuries, fires, floods, freezes, etc.).Resident RetentionConduct quarterly Resident MeetingsDeal with resident concerns and requests on timely basis to ensure resident satisfaction with management.Participate in resident social service programs and/or coordinate resident activities program.Develop and/or implement resident retention programs (i.e., resident functions, special promotions, monthly newsletters, etc.).Ensure distribution of all company or community-issued notices (i.e., bad weather, emergency, etc.).Consistently implement policies of the community.Daily review of all emails and respond as necessary within 24 hours.Personnel ManagementConsistently use successful techniques and company directives to screen, hire, orient and train new personnel.Ensure efficiency of staff through ongoing training, instruction, counseling and leadership.Plan weekly/daily brief meeting with staff to review schedules, work order status and assignments.Coordinate maintenance schedule and assignments with Maintenance Supervisor.Administer action plans consistently, and on a timely basis with performance problems. Document appropriately, communicate situation supervisor, Human Resources Director, and terminate properly when necessary.Provide support to staff to encourage team work and lead as an example in creating a harmonious environment.Ensure all administrative processes involving personnel are handled on a timely basis (i.e., performance evaluations, salary reviews, online timekeeping, change of status, etc.).MaintenanceMaintain community appearance and ensure repairs are noted and completed on timely basis. This requires regular community inspections and tours.Assure quality and quantity of market ready apartments.Ensure that models and market ready apartments are walked daily and communicate any service related needs to maintenance.Ensure that service request procedures are followed are recorded in property management software, communicated to maintenance, status updates to residents, notes entered, and satisfaction follow up.SafetyLearn and ensure compliance with all company, local, state and federal safety rules.Ensure that unsafe conditions are corrected in a timely manner.Direct staff to follow a “safety first” principle.Perform other duties and responsibilities as assigned or requested to meet operational needs.Position requires a minimum of 2 years on-site as a Community Manager; will consider 3 years supervisory experience in a customer service related business with appropriate certification(s) and/or prior experience as Community Manager.Affordable housing experience required.Must possess a valid Driver’s License, reliable transportation and current auto insurance coverage as this position may require some driving for company business.Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred.College degree preferred.Achieve Fair Housing certification prior to interaction with prospects or residents.Competence in personal computer skills, keyboard, internet search, math, Microsoft Office Suite/Office 365 including Word, Excel, Outlook as well as property management software applications.Knowledge of OSHA laws and regulations.Participate in training to comply with new projects, programs or existing laws.Be able to work evenings and weekends on call as needed.Present self in a neat, clean and professional manner at all times throughout the workday and/or whenever present at the community or representing the community.Comply with expectations as demonstrated in the Employee HandbookCandidate will be required to pass a background and drug screening.
