We are seeking an experienced Resident Engineer to provide program-level leadership and oversight for a major, multi-phase initiative to improve safety along the I-95 corridor in the Greater Portland area. This high-profile program is a critical investment in the region's transportation network and includes multiple bridge replacements, interchange upgrades, noise wall construction, and roadway safety enhancements. Spanning approximately seven years, this project offers a unique opportunity to contribute to a transformational infrastructure effort from delivery through completion.

This opportunity entails being responsible for overall field management of HNTB's contract, administration and coordination on projects of a diverse and complex nature. You will oversee project staff, ensure compliance with contractual requirements, provide technical leadership on complex assignments, and review plans, specifications, and construction procedures for constructability and successful implementation. You will also serve as a key representative of the project, collaborating with clients, stakeholders, and project teams while helping drive the successful delivery of this landmark transportation program.

What You'll Do:

• Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).


• Coordinates project activities establishes priorities and staff to jobs. Prepares Summary Inspection Report of Daily activities. Monitors contractor progress and compares with the reviewed progress schedule. Resolves technical field issues, and coordinates with Architects and Engineers for timely and accurate responses to requests for information.


• Oversees project controls including checking contractors’ controls and coordinating schedules, reviews constructors schedule.


• Reviews submittals for conformance to plans and specifications. Develops strategies with the contractor to create submittal packages that conform to schedule requirements.


• Implements the firm’s project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives. Identifies and resolves non-compliant work.


• Provides interpretation and enforcement of contract plans and specifications. Develops strategies with the contractor to create submittal packages that conform to schedule requirements.


• Confirms change order requests, develops estimates, negotiates costs, and writes change orders.


• Provides cost control on projects and quality control within discipline.


• Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships and pursuit efforts for mini- mega and mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic, mini- mega, and mega projects to the client as well as general presentations within the industry and community.


• May be responsible for the recruitment, hiring, development, and retention of construction staff, including development of plan for staff reporting, performance and compensation reviews, and succession.


• Performs other duties as assigned.

What You'll Need:

• Bachelor's Degree in Engineering and 10 years construction related experience.


• All jurisdictional certificates.

What You'll Bring:

• Winning, contracting, and successfully delivering 4for4 (on-time, on-budget, quality, client satisfaction) on multi-disciplined projects. Identifying and handling risk and change management with guidance from more experienced staff.


• Provide program-level oversight for a major highway improvement initiative involving multiple contractors, phased construction, and complex stakeholder coordination.


• Lead and manage a team of construction professionals, including Assistant Resident Engineers, inspectors, and specialty consultants, to ensure effective project execution.


• Mentor, coach, and develop staff while cultivating a culture of accountability, collaboration, safety, and professional growth.


• Coordinate construction activities across concurrent contracts to maintain continuity of operations, minimize impacts to the traveling public, and achieve overall program objectives.


• Serve as the primary field representative for the program, facilitating communication and collaboration among contractors, utility owners, stakeholders, and agency representatives.


• Apply sound engineering judgment to evaluate field conditions, identify emerging risks, and develop practical solutions that support project goals and minimize schedule impacts.


• Identify changing field conditions early and proactively work with the team to develop practical solutions.


• Serve as the primary point of contact and trusted advisor for clients, fostering strong relationships and ensuring successful project outcomes.


• Demonstrate flexibility to support project needs, including night, weekend, and off-hour operations as required.


• Maintain comprehensive knowledge of MaineDOT and Maine Turnpike Authority standards, specifications, procedures, and construction requirements.

What We Prefer:

The approximate pay range for Maine is $150,500.15 - $240,409.34. Please note that the pay range provided is a good faith estimate for the position based on all selected locations within the state at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
