Job summary

Socket.dev is seeking Resident Engineers of varying levels to support large heavy-civil programs, including transit projects. The role focuses on day-to-day field administration of contracts: directing inspection staff, managing submittals and RFIs, documenting work, and upholding safety, quality and schedule commitments on site.

Qualifications

  • Bachelor's degree in civil engineering, construction management, or related field.
  • 5+ years of construction management, resident engineering, or related experience on heavy civil projects.
  • Experience administering field construction contracts (submittals, RFIs, change management).
  • Experience as primary contact for contractor correspondence and contract communications.
  • Experience training inspection staff on contract requirements.
  • Experience delivering CM services per agency procedures.
  • Ability to read engineering drawings and schedules.

About the Positions

We’re seeking Resident Engineers of various skill levels to support large, heavy-civil infrastructure programs including transit (both rail and bus) and transportation projects delivered through both traditional and alternative methods. Your focus will be day-to-day field administration of construction contracts: directing inspection staff, managing submittals and RFIs, documenting the work, and holding quality, safety, and schedule commitments at the site level.

Responsibilities

may include, but are not limited to, the following:



  • Administer construction contracts in the field, enforcing plans, specifications, and contract requirements across assigned work areas.

  • Direct inspection staff, and coordinate daily field coverage, inspection assignments, and documentation quality.

  • Serve as the focal point for correspondence to and from the contractor, coordinating formal responses with agency staff.

  • Train assigned construction management and inspection staff on contract requirements, and document that training.

  • Review and process submittals, RFIs, and shop drawings, coordinating responses with design teams and agency staff.

  • Evaluate contractor progress against the schedule, verify pay quantities, and recommend progress payments.

  • Analyze change requests, potential change orders, and claims, and develop independent cost and schedule assessments.

  • Coordinate with contractors, designers, utility owners, third parties, and agency stakeholders to resolve field conflicts before they affect the schedule.

  • Oversee quality assurance activities, materials testing coordination, and nonconformance tracking and resolution.

  • Enforce site safety requirements, and support incident reporting and corrective action.

  • Maintain complete construction records, daily reports, correspondence, and as-built documentation in the program’s project management information system.

  • Lead progress meetings, and provide field reporting and status updates to program leadership.

  • Coordinate punch list development, testing and commissioning support, substantial completion, and closeout documentation.

Minimum Qualifications


  • Bachelor’s degree in civil engineering, construction management, construction engineering, or engineering technology, or related field, or equivalent combination of education and experience.

  • 5+ years of construction management, resident engineering, construction engineering and inspection, or owner’s representative experience on transit, transportation, or other heavy civil infrastructure projects.

  • Experience administering construction contracts in the field, including submittals, RFIs, change management, and progress payments.

  • Experience serving as the primary point of contact for contractor correspondence and formal contract communications.

  • Experience training and directing construction management and inspection staff on contract requirements.

  • Experience delivering construction management services under an owner’s construction manual or documented agency procedures.

  • Experience coordinating inspection staff, contractors, designers, and agency stakeholders.

  • Knowledge of construction means and methods, contract administration practices, quality assurance, and field documentation standards.

  • Ability to read and interpret engineering drawings, specifications, and construction schedules.

  • Proficiency with project management information systems and construction documentation platforms, such as Kahua, Unifier, e-Builder, Procore, or Bluebeam.

  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).


Preferred Qualifications


  • Master’s degree in civil engineering, construction management, construction engineering, or engineering technology.

  • Professional Engineer (PE) license and/or Certified Construction Manager (CCM) certification (CMAA).

  • Valid driver’s license and ability to travel to project sites as required.

  • Experience supporting light rail or commuter rail construction, including guideway, station, trackwork, or systems elements.

  • Experience supporting programs valued at $1B+, or transportation megaprograms exceeding $10B.

  • Experience with alternative delivery, including design-build, progressive design-build, or CM/GC.

  • Experience in an owner’s representative, program management, or PMO capacity.

  • Experience with federally funded transit construction and associated documentation requirements.

  • Experience reviewing and analyzing contractor schedules in Primavera P6.

  • Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.


Compensation Details

Expected Salary: $100k-$180k/year ($48-$87/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
