Job summary

M&J Engineering, D.P.C. in Dallas is seeking a Construction Superintendent to lead on-site CE&I for TxDOT highway and bridge projects, coordinating with contractors, utilities, and local agencies.

The role requires a Civil Engineering degree, a Texas PE license, 10–15 years of transportation construction experience, and proficiency with TxDOT SiteManager; CCM, NICET IV, OSHA 30 are preferred. You will oversee field staff, review schedules, and ensure safety and environmental compliance.

Qualifications

  • Bachelor’s degree in Civil Engineering (or related).
  • PE license in Texas or ability to obtain reciprocity.
  • 10–15 years of experience in transportation construction management or CE&I.
  • Experience managing CE&I teams on TxDOT or comparable DOT projects.
  • Thorough knowledge of TxDOT standards and contract administration.

Responsibilities

  • Serve as senior on-site representative and liaison with TxDOT, contractors, utilities, local agencies, and stakeholders.
  • Provide management and administration of CE&I services for highway, bridge, and transportation projects from preconstruction to close-out.
  • Direct and supervise CE&I staff including Field Engineers, Office Engineers, Senior Construction Inspectors, Construction Inspectors, and Materials Inspectors.
  • Ensure compliance with TxDOT specifications, environmental permits, and safety requirements.
  • Conduct progress, coordination, and partnering meetings with TxDOT and contractor personnel.
  • Review schedules, shop drawings, RFIs, submittals, and work plans.
  • Review and approve daily reports, inspection reports, and quantity documentation.
  • Oversee progress payments, change orders, and contract modifications using TxDOT SiteManager.
  • Coordinate resolution of construction conflicts and field issues.
  • Ensure EMS compliance and maintenance of traffic requirements.
  • Maintain project documentation and records in SiteManager.

M&J is seeking a Resident Engineer to serve as the senior on‑site representative and primary liaison with the Texas Department of Transportation (TxDOT), contractors, utility companies, local agencies, and other project stakeholders.

Responsibilities
  • Serve as the M&J senior on‑site representative and primary liaison with TxDOT, contractors, utility companies, local agencies, and other project stakeholders.
  • Provide overall management and administration of Construction Engineering and Inspection (CE&I) services for highway, bridge, and transportation infrastructure projects from preconstruction to project close‑out.
  • Direct and supervise CE&I staff including Field Engineers, Office Engineers, Senior Construction Inspectors, Construction Inspectors, and Materials Inspectors.
  • Ensure construction activities comply with TxDOT Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges, contract documents, standards, environmental permits, and safety requirements.
  • Conduct progress meetings, coordination meetings, partnering meetings, and construction status meetings with TxDOT and contractor personnel.
  • Review contractor schedules, shop drawings, submittals, Requests for Information (RFIs), and contractor work plans.
  • Review and approve daily work reports, inspection reports, and quantity documentation prepared by project inspection staff.
  • Oversee preparation and approval of progress payment estimates, change orders, contract modifications, and force account documentation using TxDOT SiteManager.
  • Coordinate resolution of construction conflicts, field issues, and contractor requests.
  • Ensure compliance with environmental regulations, erosion and sediment control plans, and maintenance of traffic requirements in accordance with TxDOT Environmental Management System (EMS).
  • Ensure proper project documentation and electronic records management in TxDOT SiteManager in accordance with TxDOT contract administration procedures.
  • Coordinate with TxDOT personnel regarding contractor performance evaluations and project closeout documentation.
Qualifications
  • Bachelor’s degree in Civil Engineering or related engineering discipline.
  • Professional Engineer (PE) license in Texas or ability to obtain reciprocity.
  • Minimum 10–15 years of experience in transportation construction management or construction inspection.
  • Experience managing CE&I teams on TxDOT or comparable DOT highway or bridge construction projects.
  • Thorough knowledge of TxDOT Standard Specifications, Standard Drawings, and contract administration procedures.
  • Experience with TxDOT SiteManager or similar DOT construction management systems.
Preferred
  • Certified Construction Manager (CCM) certification.
  • Prior experience serving as CE&I Project Manager on TxDOT projects.
  • NICET Level IV certification in Transportation Construction Inspection or Construction Materials Testing.
  • OSHA 30‑Hour Construction Safety Training.
  • ACI Concrete Field Testing Technician – Grade I certification.
