Responsibilities

  • Provides scientific and managerial leadership to staff for the development and implementation of program evaluation studies and ongoing program fidelity monitoring.
  • Uses state-of-the-science approaches in evaluation to lead staff in evaluation conceptualization, design, scope, stakeholder collaboration, theoretical foundation, implementation, analysis, quality improvement, documentation, and dissemination of findings.
  • Provides scientific leadership and directs staff in the development and analysis of common statewide metrics of home visiting indicators.
  • Collaborates with state and local program implementation teams, national model developers and funders to identify a conceptual framework and performance metrics for implementation and outcomes.
  • Directs staff and provides scientific leadership on complex issues related to evaluation and monitoring of home visiting models to support underserved regions and populations.
  • Provides scientific and managerial leadership for linking evaluation findings into program practice and policy.
  • Collaborates with leadership to develop data-informed methods using population-based data to identify communities in greatest need for services and develop allocation methodologies.
  • Leads development of statewide and site-specific data reports to inform monitoring, evaluation, and quality improvement initiatives.
  • Directs the development of web-based dashboards presenting state and agency-level metrics for public and site-specific use.
  • Directs statewide data system operations for home visiting programs including configuration, data collection, analyses, and quality.
  • Leads efforts for collecting participant and program data via contracted SaaS vendors or SharePoint data collection.

Job Description and Duties

CDPH is currently hiring a Home Visiting Performance Measurement & Evaluation (HVPME) Unit Supervisor (Research Scientist Supervisor I) within our Center for Family Health's (CFH) Maternal, Child, and Adolescent Health (MCAH) Division! In this role, you will provide scientific and management oversight of the HVPME Unit, who is responsible for conducting a variety of program evaluations to determine the reach, fidelity, outputs, outcomes, and impact of home visiting programs. Key responsibilities include, but are not limited to:

  • Provides scientific and managerial leadership to staff for the development and implementation of program evaluation studies and ongoing program fidelity monitoring
  • Uses state-of-the science approaches in evaluation to lead staff in the aspects of program evaluation conceptualization, design, scope, stakeholder collaboration, theoretic foundation, implementation, analysis, quality improvement, documentation, and dissemination of findings
  • Provides scientific leadership and directs staff in the development and analysis of common statewide metrics of home visiting indicators
  • Collaborates and coordinates with state and local program implementation teams, national model developers and funders of home visiting services (Department of Social Services, First 5 California, federal Maternal, Infant, and Early Childhood Home Visiting [MIECHV] funded services, etc.) to identify a conceptual framework and associated performance metrics of the implementation and outcomes of home visiting services
  • Directs staff and provides scientific leadership on complex issues related to the evaluation and monitoring of evidence-informed home visiting models and adaptations to evidence-based models to support delivery of services to underserved regions and populations
  • Provides scientific and managerial leadership for linking evaluation findings into program practice and policy
  • Collaborates with programmatic and scientific leadership to develop data-informed methods using population-based data to identify communities in greatest need for services and develops resource allocation methodologies
  • Leads development of statewide and site-specific data reports to inform program monitoring, evaluation, and continuous quality improvement initiatives
  • Directs the development of web-based data dashboards presenting state and agency-level performance metrics for public and site-specific agency use
  • Directs statewide data system operations for home visiting programs including configuration of system platform, data collection and variable determination, data analyses, and data quality
  • Leads efforts for collecting participant and program level data provided via contracted Software as a Service vendor, data sharing agreements with model developers, or implementation of SharePoint based data collection efforts
Telework Policy and Residency Requirement

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
