Job summary

The State of Connecticut Department of Correction (DOC) seeks a Research Analyst to join the Strategic Planning and Implementation Unit. The role supports data‑driven decision making across divisions, using SAS and other tools to access and manage primary data, perform data cleaning and write programs.

Training and proficiency development are expected as the team handles audits, ad hoc reports, routine reports and standard dashboards in a collaborative, hybrid work environment.

The State of Connecticut, Department of Correction (DOC), Strategic Planning and Implementation Unit is seeking a motivated Research Analyst to join a team of creative and skilled specialists supporting the agency to integrate data‑driven decision making across disciplines and divisions. CT DOC operates a complex legacy system that requires a candidate willing to learn, train, and develop proficiency over time, while also leveraging modern visualization tools and prepackaged analytic software. Our current business intelligence offers trustworthy support to many operational areas generating process management tools, ad hoc reports, audits, as well as routine and required reports – these all begin with the support of a detail‑oriented research analyst.

Position Highlights

The schedule for this position is Monday through Friday, 8:00 AM to 4:30 PM, with flexibility.

Our ideal candidate will be ready to train in or have knowledge of the SAS (Statistical Analysis Software) to access and manage our primary data. Our candidate is looking to develop these skills to contribute to the growing need for correctional analysts to support the diverse functions within a criminal justice agency. Data preparation, program writing, report writing, data cleaning and data analysis are all fundamental to this position.

The candidate will have access to a hybrid work environment with flexibility, access to the Administrative and Residual Union (A&R) which has over 3,300 state employees, and the opportunity to work with a creative and highly productive team to experiment, train and grow.

About Us

The Connecticut Department of Correction (DOC) operates 13 correctional facilities, a training academy, K‑9 units, education programming, religious services, vocational training, reentry support and more. DOC is headquartered in Wethersfield, CT. The State of Connecticut, Department of Correction, is a unified system; all sentenced and unsentenced offenders are supervised by the DOC. The Department also provides supervision for offenders on parole, community release, and other discretionary release programs.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for independently performing a full range of tasks in research design and implementation.

EXAMPLES OF DUTIES
  • Develops and implements formal research projects and assists in these activities on more comprehensive and complex research assignments

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience in research, data analysis or economics.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one‑half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
  • Experience working with Statistical Analysis System (SAS) software
  • Experience with mainframe and File Transfer Protocol (FTP) software
  • Experience in research design, data collection, and analytical approaches
  • Experience communicating orally and in writing with other departments, outside state and federal agencies and stakeholders
  • Experience using SQL, R, and Python for data manipulation and analysis
