Job summary

ICF is seeking a Senior Environmental Project Manager to lead sales and delivery of environmental services across Texas and surrounding states, with a focus on permitting and compliance for infrastructure projects. The role blends senior project leadership with client development to win work and deliver results.

You will manage interdisciplinary teams, provide regulatory expertise under the CWA/ESA/NEPA, mentor staff, and guide permitting strategies, with expected travel of 10–20%.

Qualifications

• 12+ years of experience in environmental consulting or applicable fields.
• Proven success developing, winning, and managing environmental planning/permitting projects in TX and surrounding states.
• Excellent oral and written communication skills, including technical writing and QA/QC.
• Ability to travel to clients or projects in the region described above.

Responsibilities

• Drive growth and sales with clients developing infrastructure projects in the south-central U.S. (Texas, Oklahoma, Arkansas, Louisiana).
• Build and nurture client relationships, identify opportunities, and prepare winning proposals (scopes, budgets, schedules).
• Lead interdisciplinary teams in delivering technical field studies, analyses, and regulatory and permitting tasks, to help our clients get projects built fast and right.
• Leverage your project management skills to manage budget, schedule, and technical delivery.
• Collaborate with clients and industry experts—developers, engineers, planners, biologists, and technologists—to develop innovative solutions to achieve project compliance.
• Provide senior-level expertise and writing to support complex projects involving the Clean Water Act, Endangered Species Act, National Historic Preservation Act, and other laws.
• Lead and participate in agency consultations to determine and advise on efficient permitting strategies.
• Mentor, train, and guide junior and mid-level staff.
• Think strategically to solve client challenges, act with humility to facilitate continual learning and growth.
