Job summary

Constellation, Inc is seeking an experienced Procurement Analyst to support the DOT FTA PSR program. You will lead procurement reviews, prepare information requests, conduct site visits, and draft reports and memoranda in alignment with FTA policies.

Responsibilities

• Lead procurement reviews of organizations receiving FTA funding, ensuring proper use of federal funds and helping recipients strengthen procurement practices.
• Build information request packages, research recipients' grants, audits, and past reviews, and verify documents provided by recipients.
• Conduct site visits, interview recipient staff, review procurement records, and present preliminary findings to recipients and FTA.
• Draft clear, accurate review reports and technical memoranda, and maintain complete records in FTA’s oversight system.
• Lead special assignments, corrective action support, and technical assistance from planning through final recommendations.
• Design training content, workshop materials, case studies, and online training modules to help recipients understand federal requirements.
