Job summary

LTS is seeking an experienced Lead Functional Business Analyst to lead a team of BAs supporting a major AI modernization initiative within the VA health portfolio. The role requires reverse-engineering legacy VistA/MUMPS Prosthetics functionality and applying human-centered design to ensure improvements meet Veteran and VA staff needs.

Qualifications

• Bachelor’s degree in a related field (Master’s preferred).
• 8+ years as a Business Analyst, including mentoring or leading others.
• Experience extracting and validating business rules from legacy systems (VA VistA/Prosthetics).
• Practical use of human-centered design methods (research, personas, journey mapping, usability testing).
• Experience maturing a BA practice, playbook, or methodology for large programs.
• Ability to translate complex legacy behavior into clear requirements for government stakeholders.

Responsibilities

• Lead and mentor a team of BAs; set standards for extracting and validating business rules from VistA/MUMPS Prosthetics functionality.
• Define and standardize the BA methodology and playbook across the program.
• Apply human-centered design to validate findings and inform future-state solutions with Veteran, clinician, and VA staff input.
• Review BRDs, functional specs, user stories, process flows, and acceptance criteria for clarity and traceability.
• Serve as senior BA liaison with VA product owners and governance layers on strategy and scope decisions.
• Facilitate design thinking and journey-mapping sessions with VA stakeholders across Prosthetics workflows.
