Job summary

Turner & Townsend in San Francisco seeks an experienced Estimator/Cost Manager to lead cost control for campus-scale, infrastructure-heavy programs. You will act as the primary client interface, deliver cost plans, value engineering input, and manage change and contracts through design and construction.

The role supports EV charging and fleet infrastructure, requires 5+ years in cost management, and prefers RICS or progress toward chartership.

Qualifications

• Bachelor’s degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or related field.
• EV Sector Experience is required.
• 5+ years of relevant experience in cost management or quantity surveying within construction.
• Experience delivering cost management on medium to large, complex projects.
• RICS accreditation or progress toward chartership preferred.
• Excellent written and verbal communication skills with confidence engaging senior stakeholders.

Responsibilities

• Act as the primary day‑to‑day commercial interface with the client during design and construction.
• Provide cost planning, estimating, and forecasting services and present cost plans at milestones.
• Establish and maintain robust cost control, change management, and commercial governance processes.
• Estimate, review, negotiate, and manage change orders through the construction lifecycle.
• Review contractor and subcontractor pricing for accuracy and value for money; lead negotiations as required.
• Manage contingency, cost-to-complete forecasting, and cost variance analysis.
• Perform post‑contract quantity surveying, cost control, valuations, and payment certification.
• Prepare monthly cost reports, forecasts, and dashboards for client presentations.
