Job summary

Washington State Department of Natural Resources is seeking a PAS3 Aquatic Land Manager in Tacoma to oversee state-owned aquatic lands and negotiate use authorizations. You will ensure compliance with laws, manage leases, licenses, and easements, and collaborate with tribes and other agencies.

As subject-matter expert, you’ll evaluate land ownership, develop environmental safeguards, and provide guidance to the public and stakeholders while balancing public access and conservation goals.

Qualifications

• Bachelor’s degree with two years’ experience in natural resource management, real estate, forestry, science, engineering, land use, environmental planning, business, or related field.
• Knowledge of contracts, business, or property management.
• Knowledge of interpreting and implementing guidelines, regulations, and laws.
• Knowledge of working with natural resource management/environmental protection issues.
• Experience using typical office software (Microsoft Office Suite).

Responsibilities

• Negotiating and preparing aquatic land use authorizations (leases, licenses, easements).
• Ensuring compliance with contract terms, performing site inspections, and resolving unauthorized uses of SOAL.
• Developing and maintaining effective intergovernmental relationships.
• Providing information regarding department laws, policies, and guidance to the public and to other government entities regarding SOAL management.
• Reviewing and commenting on project designs and regulatory permits.
• Incorporating environmental conservation measures into use authorizations with Habitat Stewardship Specialist.
• Evaluating land ownership and completing historical record searches related to past authorizations and ownership of SOAL.
