Job summary

Binance is seeking a senior technology leader to design, build, and own the technical perimeter of a licensed payments business in Kazakhstan. You will architect core payment processing, wallets, and reporting, and ensure secure data segregation with Binance platforms.

You will lead NBK/AFSA regulatory interfaces, data residency, and security programs, while building a local team and managing outsourcing. Fluency in Russian and English is required.

Qualifications

• 10+ years in technology roles in banking, payments, or fintech.
• 5+ years in senior technology leadership in licensed financial institutions.
• Experience building IT function for a licensed entity and regulatory IT reviews.
• Deep knowledge of NBK information security requirements and local regulation.
• Strong background in core payment architecture and APIs.
• Fluent English and Russian; Kazakh preferred.

Responsibilities

• Design and own target IT architecture for the licensed payment business.
• Lead integration with national payment infrastructure and government services.
• Build and maintain interfaces between local entities and Binance global platforms.
• Deliver automated regulatory and statistical reporting to NBK and AFSA.
• Oversee information security function and regulatory engagements.
• Recruit and lead local technology teams across architecture, integration, and security.
