Qualifications

  • 5+ years of progressively responsible environmental compliance experience, preferably related to drinking water and wastewater.
  • Working knowledge of drinking water, groundwater, wastewater, recycled water, and air quality regulations.
  • Possession of valid driver’s license.

Responsibilities

  • Evaluates compliance with federal, state, and municipal codes through audits and reviews.
  • Develops and oversees QA/QC to ensure regulatory documentation meets laws.
  • Designs and launches compliant programs translating new regulations into plans.
  • Provides regulatory expertise on water quality rules and permits.
  • Oversees permit applications and regulatory reporting.

Salary: $8,048.93 per month / $96,587.06 annually

Job Summary:

Regulatory Compliance Program Manager is responsible for performing professional and technical duties associated with complex regulatory and environmental compliance for the Public Works Drinking Water and Wastewater Utilities. Responsible for regulatory oversight and regulatory program development. Provides technical expertise on Federal, State, and local water, wastewater, and engineering related regulations, and policies.Provides analysis and interpretation of regulatory matters that impact the City’s Water and Wastewater Utilities including rule making and permit applications. Responsible for managing regulatory deadlines, reporting, and applications. Position requires a high attention to detail, ability to analyze and solve complex issues, and considerable independent decision making.

  • Evaluates and Ensures Regulatory Compliance
    • Ensures compliance with federal, state, and municipal code requirements and regulations through monitoring, review, and audit of existing Department programs
    • Develops and oversees quality assurance and quality control program to audit and evaluate current policies, procedures, responsibilities, and documentation for compliance with government laws and regulations
    • Develops and presents recommended program changes to ensure regulatory compliance
    • Oversees permit compliance schedules, ensures maintenance of compliance records
  • Technical Guidance and Expertise
    • Provides technical and regulatory expertise on Federal, State, and local water quality rules, regulations, and policies
    • Maintains knowledge of regulatory requirements for all major environmental programs
    • Provides technical assistance on water, wastewater, and environmental issues
  • Program Development
    • Design and launch compliance programs, translating new regulations into actionable plans
  • Risk Management
    • Identify compliance risks, assess them, and develop mitigation strategies
  • Permitting
    • Evaluates, prepares, and submits permit applications
    • Evaluates and analyzes regulatory data
  • Rulemaking
    • Analyzes the impact of proposed water, wastewater, and environmental regulations and guidelines to determine the impact on operating procedures
    • Participates, tracks, and summarizes legislative and regulatory rulemaking
  • Reporting
    • Prepares complex reports, records, and correspondence for local, state and federal agencies
  • Training
    • Develops and provides training of staff on permit and regulatory requirements
    • Develops regulatory guidance documents
  • Perform other related duties as required by the Deputy Director of Utilities and Public Works Director.

Job Specifications:

  • Bachelor degree in Environmental Science, Engineering, Chemical or Biological Sciences, or closely related field;
  • 5+ years of progressively responsible environmental compliance experience, preferably related to drinking water and wastewater;
  • Working knowledge of drinking water, groundwater, wastewater, recycled water, and air quality regulations and their application;
  • Demonstrated experience negotiating complex technical or legal agreements;
  • Or any equivalent combination of education and experience sufficient to perform the essential duties of the position.

Licensing & Certifications:

  • Possession of valid driver’s license and safe driving record.

Travel Requirements:

  • Drives a City motor vehicle to other city sites and agency locations;
  • Local travel is frequently required;
  • Some regional and national travel is required.
