Job Duties

The Department of Behavioral Health and Developmental Services’ (DBHDS) Division of Developmental Services Office of Integrated Health Support Network (OIHSN) is seeking a highly motivated, skilled, well organized, experienced, and proactive Registered Nurse to work collaboratively with the other Registered Nurse Care Consultants (RNCC) and the larger OIHSN interdisciplinary team across the Commonwealth. The RNCC position provides nursing education and consultation for community-based health providers and services primarily working with individuals with Intellectual (ID) and Developmental Disabilities (DD) in collaboration with the Director. This RNCC works with a variety of data sources, informatics tools and data analysis programs and processes to design and implement quality initiatives that support evidence-based practices. The position works closely with a variety of agency-based team members including other offices within DBHDS Division of Developmental Disabilities, Community Service Boards, community-based health services providers, institutions and hospitals, and other stakeholders to assist in identifying needed health services / supports and reducing barriers for individuals with I/DD and other special needs. This RNCC will act as a liaison between partners and Central Office, reviewing and assisting with complex cases, identifying resources, and supporting providers to meet the individual’s health and safety needs within the state and federal regulations and requirements. The position provides assistance and support toward the goal of community integration of individuals with DD, who are moving into the community from the state based and private institutions, together r the Community Nursing Team helps to identify available health services and assists in community education for those providers who lack experience working with individuals with ID/DD and other co‑morbid conditions.

We are recruiting for two (2) RNCC positions. These are full‑time and benefits eligible. These are field staff positions. Much of the work is conducted virtually, however, travel and overnights are periodically needed to provide onsite technical assistance, delivery of large and small trainings, in‑person presentations, meetings with partners, participation on workgroups and other projects. Position location is flexible with travel to Richmond and statewide as needed. Primary service areas will be northern, central and eastern Virginia.

Minimum Qualifications
  • Licensure to practice as a Registered Nurse by Virginia State Board of Nursing in the State of Virginia or Compact.
  • Basic knowledge of nursing assessment, planning, implementing, and evaluating patient care utilizing knowledge of pharmacology, psychiatric, physical, psychological diagnoses, and social determinants of health.
  • Developmental Disability and related conditions knowledge and professional experience, including direct experience in the delivery of community‑based DD services and supports.
  • Ability to communicate effectively, including in writing; to develop and implement projects; to develop and sustain relationships; to work well independently, and on a team in a leadership capacity.
  • Ability to work as a member of an interdisciplinary team providing direct services and consultation as appropriate.
  • Ability to communicate effectively, in writing and orally, in – person and virtually with other medical professionals.
  • Experience using data dashboards, quality metrics, or reporting and informatics tools.
  • Ability to extract, interpret, analyze clinical data and conduct case reviews.
  • Experience in presenting training and leading group events.
  • Understanding of best practices in health safety services and person‑centered practices.
  • Experience in the implementation of quality assurance/quality improvement initiatives.
  • Working understanding of Nurse Delegation allowable activities under the Virginia Nurse Practice Act.
  • Working understanding and ability to use Microsoft 365 applications, smart phone technology, and desire to learn new tools and applications.
Additional Considerations
  • Experience in providing nursing care in a community‑based DD healthcare and/or experience working with people with mental illness, geriatric issues, and/or substance abuse.
  • Experience conducting health and safety training and/or education.
  • Knowledge of practices, standards, procedures, techniques, nurse delegation and other knowledge associated with the Nurse Practice Act.
  • Ability to develop, implement, monitor, and measure outcomes for policies and procedures, and educational programs.
  • Knowledge of data analysis and informatics tools.
  • Knowledge of QI models (ex. PDSA, FISH diagram) and ability to use data to identify trends, gaps, and safety risks within those models.
  • Knowledge of Virginia’s DD Community Medicaid Waiver.
  • Knowledge of Virginia Medicaid System and managed care organizations (MCOs).
  • Supervisory experience.
