Job summary

Paycom seeks a Regional Manager with a strong compliance background to oversee multiple affordable housing communities in Anaheim, CA. You will ensure operational and regulatory standards align with LIHTC, HUD, Section 8, and Bond requirements.

You will supervise Resident Managers, monitor budgets and leasing performance, and drive continuous improvements in compliance and resident satisfaction across the portfolio.

Qualifications

  • Minimum three years of experience in property management regional oversight.
  • College degree preferred; equivalent experience considered.
  • Fair Housing certification required prior to interaction with prospects or residents.
  • Knowledge of OSHA, Fair Housing, HUD, and TCAC regulations.
  • Valid driver’s license and ability to travel regularly to assigned properties.

Responsibilities

  • Oversee operations across assigned communities and monitor KPIs.
  • Conduct site visits and audits to ensure compliance and operational excellence.
  • Oversee budgets, allocations, and rent-related processes with Resident Managers.
  • Ensure policy, procedures, and systems are implemented consistently across properties.

Job Details: Job Location: Anaheim, CA 92804, Position Type: Full Time, Salary Range: $105,000.00 - $115,000.00 Salary/year, The Regional Manager is accountable for overseeing the operational performance and compliance integrity of assigned affordable housing communities. This role combines the leadership and property oversight of a Regional Manager with the technical compliance expertise of a Compliance Specialist. The position ensures that all properties operate efficiently, in accordance with WSH Management standards, federal and state regulations, and all affordable housing program requirements (LIHTC, HUD, Section 8, and Bond).

Key Responsibilities
Operations
  • Monitor key performance metrics (occupancy, delinquency, vacancy, compliance, AR/IR status, etc.) and provide coaching to meet company goals.
  • Conduct site visits and administrative audits (HappyCo) to ensure compliance and operational excellence.
  • Oversee the preparation, review, and approval of annual operating budgets in collaboration with Resident Managers.
  • Confirm all policies, procedures, and systems are implemented effectively and efficiently across assigned communities.
  • Support the development and revision of the Policy & Procedures Manual related to both property management and compliance functions.
  • Attend and actively participate in regional meetings, compliance training, and corporate initiatives.
  • Address resident relation issues promptly and provide reports to leadership on outcomes and trends.
Compliance
  • Audit LIHTC move-in and recertification files for accuracy and program compliance.
  • Review and approve new move-in and annual recertification files prior to move-in or submission deadlines.
  • Prepare and submit required compliance reports to corporate, ownership entities, and government agencies.
  • Review, approve, and track Reasonable Accommodation and Modification requests to ensure compliance with Section 504 and other applicable laws.
  • Maintain current knowledge of affordable housing program regulations and communicate updates to property staff.
  • Support and train on-site staff in proper compliance procedures and file preparation.
  • Participate in internal and external audits, inspections, and agency monitoring visits.
  • Assist in creating and maintaining standardized compliance forms, templates, and training materials.
Financial
  • Ensure assigned assets operate within approved budgets and in the owner’s best interest.
  • Review property financials weekly, including rent collections, delinquency, and invoice accuracy (PayScan approvals).
  • Oversee rent postings, deposits, and fee collections to ensure timeliness and accuracy.
  • Review all vacant units for readiness and coordinate with managers to achieve timely move-ins.
Leasing & Marketing
  • Ensure communities maintain occupancy in alignment with budget goals and affordable housing requirements.
  • Confirm Yardi leasing workflow is followed from inquiry through move-in and certification approval.
  • Support marketing strategies that comply with Fair Housing and program rules.
  • Monitor leasing performance metrics and conversion ratios.
Resident Relations
  • Promote strong resident satisfaction through timely response to service and accommodation requests.
  • Attend resident meetings at least annually for each assigned community.
  • Support and implement resident retention and community engagement programs.
  • Ensure consistent application of company and community policies.
Personnel Management
  • Supervise and develop Resident Managers and office staff for assigned communities.
  • Conduct onboarding and follow-up training for new managers, emphasizing compliance, customer service, and performance management.
  • Conduct regular virtual and on-site check-ins with property teams.
  • Provide coaching and administer performance improvement or corrective action plans when needed.
  • Coordinate with HR and Safety on employee relations, training, and workplace concerns.
  • Support succession planning, retention efforts, and team engagement across assigned properties.
Maintenance & Safety
  • Ensure property maintenance standards and safety protocols are consistently followed.
  • Collaborate with the Director of Maintenance on large-scale projects and capital improvements.
  • Review monthly safety inspections, identify potential hazards, and develop corrective plans.
  • Ensure staff compliance with OSHA and company safety policies.
Qualifications
  • Minimum three (3) years of experience in property management regional oversight responsibilities.
  • College degree preferred; equivalent experience considered.
  • CAM, ARM, or other recognized industry certification preferred.
  • Fair Housing certification required prior to interaction with prospects or residents.
  • Knowledge of OSHA, Fair Housing, HUD, and TCAC regulations.
  • Valid driver’s license, reliable transportation, and current auto insurance coverage.
  • Ability to travel regularly to assigned properties and work flexible hours, including evenings or weekends as needed.
  • Strong interpersonal and communication skills, with the ability to interact effectively with diverse community members, management, and local authorities.
  • Ability to remain calm and composed in high-stress situations, demonstrating sound problem-solving and conflict-resolution skills.
  • Proficient in Microsoft Office (Word, Excel, Outlook) and experienced with standard business equipment (telephone, calculator, copier, fax, and computer).
