Job summary

Woda Cooper Companies, Inc. is seeking a Regional Manager to oversee a portfolio of properties across Maryland and West Virginia. The role requires travel up to 75% and leading geographically dispersed teams to deliver excellent resident services.

You will manage financials, ensure regulatory compliance (including LIHTC and RD programs), and drive leasing and occupancy targets while maintaining curb appeal and strong community relations.

Qualifications

  • Bachelor's degree or equivalent experience preferred.
  • At least 5 years’ experience working in affordable housing programs, including LIHTC, USDA Rural Development, Section8, HOME required.
  • Experience with the rehabilitation and lease-up of communities.
  • Experience with Yardi Voyager a plus.
  • Fair Housing regulations preferred.
  • Experience with RD515 preferred.

Responsibilities

  • Travel to assigned properties as needed; willingness to travel to Cumberland, MD and surrounding markets.
  • Lead geographically dispersed teams of property management professionals.
  • Create and maintain a customer-centered service culture for prospects, residents, families and associates.
  • Manage financials: income, expenses, NOI, capital improvements, budgets, variances and approvals.
  • Ensure compliance with SHFA commitments and government, lender, and investor requirements.
  • Regularly inspect communities for curb appeal; maintain inspection schedules.
  • Recruit, train and develop high-performing site and district level associates.

Responsibilities
  • Require travel to assigned properties as needed, ready to travel to locations including Cumberland, MD; Keyser, WV; Frostburg, MD; Berkeley Springs, WV; Morgantown, WV; Ridgeley, WV; La Vale, MD; Romney, WV; and Moorefield, WV. Work from home when not onsite. Property assignments may change.
  • Create and maintain a customer‑centered service culture by demonstrating proactive hospitality with prospects, residents, family members and fellow community associates.
  • Effectively lead geographically dispersed teams of property management professionals to operate a portfolio of assigned properties.
  • Maintain a positive attitude and provide excellent customer service to residents, owners/investors, and other associates.
  • Maintain thorough knowledge of company policies at all times.
  • Maintain regular and consistent attendance and punctuality to ensure all essential duties are fulfilled to meet and exceed expectations.
  • Demonstrate ability to resolve resident complaints timely.
  • Responsible for financial management including income, expenses, NOI, capital improvements, budget creation, budget variance reporting, and expense monitoring and approval.
  • Ensure each resident file is in compliance with all SHFA commitments and any other governmental, lender, and investment commitments.
  • Regularly inspect communities to ensure curb appeal.
  • Maintain a monthly, quarterly, and annual inspection schedule of sites in the region.
  • Available for community emergencies.
  • Successfully recruit, train, and develop high‑performing associates in all site and district level roles.
  • Responsible for human resource functions for employees, including timecard approval, PTO approvals, attendance monitoring, etc.
  • Provide performance coaching to under‑performing site associates and initiate disciplinary action when necessary.
  • Review market rent surveys, develop and manage advertising and marketing plans for the communities in their portfolio.
  • Continuously evaluate and communicate suggestions for improving site and/or corporate operations and participate in decision‑making processes of enacting positive change.

Qualifications
Required Skills and Abilities
  • Exemplary written and verbal communication skills.
  • Advanced computer skills. Experience with Yardi Voyager, Rent Café, and Microsoft products.
  • Ability to recruit and supervise successful management teams in a growing portfolio.
  • Proven track record for successful lease‑ups of new communities.
  • Proven track record for maintaining high occupancy and collection rates, as well as working within budgetary restrictions.
Education and Experience
  • Bachelor’s degree or equivalent experience preferred.
  • At least 5 years’ experience working in affordable housing programs, including one of more of the following: LIHTC, USDA Rural Development, Section8, HOME required.
  • Experience with the rehabilitation and lease‑up of communities.
  • Experience with Yardi Voyager a plus.

Physical Requirements
  • Position requires up to 75% travel to community and/or community locations and surrounding markets.
  • Must possess a valid driver’s license and insurance.
  • Prolonged periods sitting at a desk and working on a computer and standing and walking, giving tours, and meeting with potential tenants.
  • Must be able to lift up to 15 pounds at a time.
  • Must be able to traverse a variety of properties with stairs and in a variety of weather.
