Organizational context: The UNOPS Global Portfolios Office (GPO) operates globally, with hubs in New York, Geneva, and Vienna, leading multi-regional initiatives focused on sustainable development, climate action, and peacebuilding. GPO collaborates with governments, international financial institutions, and UN agencies to deliver a wide range of services, supporting UNOPS' strategic priorities and the Sustainable Development Goals across over 130 countries.

Job purpose: The Regional Management & Oversight Senior Advisor provides critical strategic counsel to the GPO Director, focusing on enhancing financial stewardship, operational efficiency, workforce management, and overall performance. This role is instrumental in driving performance improvements and fostering knowledge sharing across the Global Portfolios Office. The incumbent will coordinate the implementation of corporate initiatives, support the business plan's monitoring and updating, lead the Operations Management Group, and spearhead initiatives aimed at continuous improvement and knowledge exchange throughout GPO.

Responsibilities: The role involves providing strategic advisory services, including facilitating the development of cross-regional strategies and policies, and advising on current and future business operations. This includes developing multi-year and annual business plans, ensuring alignment of GPO activities with organizational strategic plans, and recommending approaches to business development and portfolio management. Operational oversight includes reviewing and endorsing performance targets, monitoring internal controls, and ensuring cross-regional performance aligns with UNOPS standards. The advisor will also coordinate with UNOPS HQ units, provide quality assurance for corporate frameworks, and manage communication with GPO portfolios. Performance improvement is a key function, involving driving organizational excellence, recommending structural changes, and implementing performance monitoring systems. Finally, the role supports knowledge management and innovation by capturing best practices, facilitating knowledge sharing, and contributing to capacity building initiatives.

Education: A Bachelor's degree in Business Administration, Finance, Political Science, International Relations, International Development, Social Sciences, or a related field, combined with 12 years of relevant experience, is required. Alternatively, a Master's degree in a similar field with 10 years of relevant experience is acceptable.

Work experience: A minimum of 3 years of experience in project and programme management, international development, or emergency contexts is required, alongside proven ability to collaborate with and oversee diverse, senior teams. Experience in management and advisory/coordination roles is essential. Field work experience, experience in international organizations, and demonstrated expertise in strategic planning and change management are desirable.
