TITLE: Regional Affairs Manager
PERFORMANCE COACH: Director, Regional Affairs

Note: Must reside within the region of coverage. Open to qualified applicants currently residing in Polk County, FL.

POSITION CONCEPT

The Regional Affairs Manager is responsible for developing, cultivating, and managing strategic relationships with elected officials, governmental staff, business and community leaders, economic development organizations, and customers for Tampa Electric. Promotes corporate earnings growth and goals through strategic government, economic, and stakeholder engagement initiatives. Supports operations including permits, franchise agreements, outreach on infrastructure projects, assistance with customer matters, and emergency response functions.

PRIMARY DUTIES AND RESPONSIBILITIES

  1. Strategically, proactively, and effectively manages key governmental, political, and industry relationships in the assigned areas; achieved through identifying risks and opportunities to our business, effectively shaping positive outcomes related to these areas, and establishing open communication channels with key stakeholders. 15%
  2. Leads the franchise enactment/renewal process in the assigned region; maintains working knowledge of the franchise agreement requirements and issues awareness of municipal or operational/business unit concerns that may affect the franchise agreement status. 10%
  3. Represents corporate interests on key economic development organizations (EDOs) to promote corporate earnings and community growth; supports Tampa Electric’s economic development team and EDOs in negotiating business development and retention activities. 10%
  4. Provides strategic guidance on the development of the company’s community and corporate citizenship contributions, participation, and communication strategies; provides guidance on the company’s board involvement in key organizations to support interests and business needs in the assigned area. 10%
  5. Develops and implements strategies to advise the company on regional candidates for elected office and participates actively in the political process in the assigned area; advises the team by identifying, anticipating, and managing political and reputational concerns that arise before assigned political bodies affecting corporate or partner interests, and effectively shapes positive outcomes. 10%
  6. Gathers and communicates relevant political, community, and business intelligence supporting growth opportunities for Tampa Electric; coordinates with other departments to influence customer decisions related to relocation and/or expansion. 10%
  7. Provides tactical support to operations/business units on elevated issues related to local municipal governments, including rights-of-way access, permitting, relocation of facilities, emergencies, customer matters, and any local government policy, ordinance, or rule that affects providing reliable, cost-effective service. 15%
  8. Proactive public affairs review of strategic initiatives and projects, and other issues in various business units to identify potential stakeholder/community concerns; provides guidance and leadership on stakeholder engagement/community outreach in the assigned area. 10%
  9. Consults with business units on upcoming infrastructure projects, proactively reviewing plans to identify potential community concerns, providing community outreach recommendations, and leadership in carrying out related tasks. 10%

SUPERVISION

Indirect Supervision: Provides leadership across the department and company through consulting and sharing expertise.

RELATIONSHIPS

Key Internal: Regulatory Affairs, Customer Experience and Economic Development, Regional Affairs, Energy Delivery, Legal, Real Estate, Business Strategy, and Corporate Communications

Key External: Government Bodies, Government Staff and Elected Officials, Regulatory Agencies, HOA’s and Neighborhood Associations, Business Community and Economic Development Organizations, Non-Profits

QUALIFICATIONS

Education

Required: Bachelor’s Degree from an accredited college in Political Science, Business, or any related field of study

Preferred: MBS or other graduate degree in the above fields

Licenses/Certifications

Preferred: N/A

Related Experience

Required: 6 years of related experience in a capacity that deals with local governments, regulatory agencies, community and special interests groups, public policy, or similar work. Must reside in the region of coverage.

Preferred: Experience working in the electric and gas utility industry, dealing with local governments and regulatory agencies, community and special interests groups, public policy, or experience working for a local or state elected official, municipality, or agency as a political consultant or similar role.

Knowledge/Skills/Abilities (KSA)

Required: Knowledge of governmental processes at local, state, or federal levels. Ability to understand complex regulatory and legislative issues. Excellent written, oral, and interpersonal communication skills.

Preferred: Knowledge of the utility sector.
