Newcomer Health Program (NHP) is a program within the Health Equity (HE) Branch. The purpose of the program is to conduct surveillance to detect, prevent and control diseases and evaluate existing health programs to improve the health of refugees and/or immigrants that are newly arrived in the United States. The program: 1) enhances existing surveillance networks for communicable and non-communicable diseases, including, but not limited to: vaccine‑preventable diseases, malaria, hepatitis, intestinal parasites, nutritional deficiencies and anemia; 2) evaluates the health status of refugees and/or immigrants for the purposes of informing and improving U.S. programs for overseas and the post‑arrival health assessments and interventions, such as presumptive treatment for parasitic infections; and 3) improves the health of refugees and/or immigrants undergoing U.S. resettlement and protects the health of their receiving communities by controlling the spread of communicable diseases. This program addresses the “Healthy People 2020” focus area(s) of Global Health. The program is also responsible for monitoring all refugee screening data received from a number of community health clinics that perform the refugee health screening and distribute this data to a variety of internal and external partners, including local, state, and federal public health authorities and agencies. DCPHR, and the PHIRR Branch, operate on the belief that all people – no matter their race, ethnicity, gender identity, sexual orientation, education level, age, language, religion, ability or geographic location – should have the opportunity to live healthy lives. The NHP at Colorado Department of Public Health and Environment (CDPHE) supports the Colorado Refugee Services Program (CRSP) in the resettlement of refugees in Colorado and promotes their advancement toward self sufficiency and long‑term integration into U.S. culture. CDPHE serves all Office of Refugee Resettlement (ORR)‑ eligible populations—refugees, asylees, Special Immigrant Visa holders, victims of severe trafficking, Cuban/Haitian entrants unaccompanied refugee minors, certain humanitarian parolees, and certain Ameriasians. Program staff support CRSP in developing state‑level policies and rules; train county staff on policies, procedures, and processes; provide technical assistance to counties; report to the federal government federal programs; monitor clinic and county performance; and allocate funds
This position provides programmatic and administrative support to address Domestic Medical Exam requirements, and access to healthcare issues on the part of the State of Colorado, and its partners. The position is a member of a collaborative team, and works closely with program leadership, program staff, state partners, and contractors to contribute to programmatic goals, objectives, and reporting methods for improving and referring newcomer populations to appropriate health care after resettlement and ongoing.

Six (6) years of relevant experience in public health programs or refugee resettlement programs, government public health agency or a refugee services organization, refugee medical clinic, or in an occupation related to the work assigned to this position
A combination of related education in Public Health, Healthcare Administration, Business Administration, Human Services and/or relevant experience in public health programs or refugee resettlement programs, government public health agency, refugee services organization, refugee medical clinic or in an occupation related to the work assigned to this position equal to six (6) years
