Job summary

The State of Iowa seeks a Program Manager 1 at the Clarinda Correctional Facility to serve as the Re-entry Coordinator, coordinating transitions from confinement back into the community.

This role streamlines post-release documentation, access to public benefits, and linkage to community resources, while ensuring coordination across agencies to support continuity of care and allow counselors to focus on treatment and caseloads.

Qualifications

• Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time professional-level work in program administration, program development, program operations, or management.
• A total of seven years of education and/or full-time experience as described above, with 30 semester hours of college coursework equaling one year of experience.
• All of the following: (a) one year of management experience; (b) 30 semester hours education/experience; (c) 24 semester hours of graduate education with related experience.
• Iowa Certified Public Manager Program equals one year of experience or education.
• Current, continuous state executive branch experience including related program roles.

Responsibilities

• Serve as the Re-entry Coordinator and central liaison for preparing incarcerated individuals for transition back into the community.
• Coordinate post-release documentation, public benefit access, and linkage to community resources.
• Facilitate inter-agency coordination and continuity of care to support institutional staff focus on treatment and caseloads.
• Be the primary contact for outside agencies such as DOT, HHS, Iowa Works, and the VA.
