Qualifications

Responsibilities

  • Support PBR recovery mechanisms (MYRP, ESM, decoupling, performance incentives) including monthly and quarterly/annual reporting.
  • Lead cross-functional teams for MYRP governance and provide regulatory guidance to operations.
  • Prepare annual PBR reports and rider updates, calculate revenue requirements, and support filings and discovery.
  • Assist with general rate cases with research, data requests, testimony drafting, and analysis.
  • Convey regulatory concepts clearly to internal and external stakeholders including regulators and customers.
  • Support additional riders, proforma calculations, or analysis within the Carolinas Rates and Regulatory team.

Job Summary

The Rates and Regulatory Strategy Manager will play an integral role in supporting regulatory activities and initiatives for Duke Energy's regulated electric utilities in North Carolina and South Carolina. This position requires a strong understanding of regulated utility accounting and finance, coupled with a strategic approach to advancing business objectives within a complex regulatory environment.

Key Responsibilities
  • Support Performance Based Ratemaking ("PBR") recovery mechanisms such as Multi-Year Rate Plan ("MYRP"), Earnings Sharing Mechanism ("ESM"), decoupling, and performance incentive mechanisms. This includes supporting monthly processes to monitor MYRP execution, preparing and reviewing required quarterly and annual reports filed with the Commission as well as internal reports used to support various internal governance activities and meetings.

  • Participate and help lead cross functional teams supporting the MYRP governance and reporting activities. Serve as a point of contact for operational teams for regulatory guidance related to MYRP and PBR recovery mechanisms.

  • Prepare annual PBR reports and rider updates. This includes working with operations to obtain supporting workpapers, calculating revenue requirements and determining rate changes, preparing the filing, and supporting the discovery process related to the filings.

  • Support general rate cases by engaging in activities such as strategizing, researching, performing calculations and analysis, providing data requests, reviewing and drafting testimony and exhibits.

  • Effectively communicate regulatory and cost recovery concepts to both internal and external audiences, including internal management, external regulators, and customers.

  • Support other riders, proforma calculations, or analysis, as needed, within the Carolinas Rates and Regulatory team.

Basic / Required Qualifications
  • Bachelor's degree in accounting, finance, business, mathematics or other related degree

  • In addition to bachelor's degree, eight (8) years minimum of related work experience

Desired Qualifications
  • Experience in utility and/or regulatory work.

  • Familiarity with ratemaking concepts and principles (e.g. revenue requirement).

  • Project management skills.

  • Proficiency in Microsoft Excel, Word, and PowerPoint; including ability to develop and use complex spreadsheets using advanced techniques

  • Excellent written and verbal communication skills.

  • Proven analytical and problem-solving abilities.

  • Keen attention to detail, with the ability to identify data irregularities and maintain a high level of accuracy.

  • Ability to influence others and gain support for proposals and recommendations.

  • Strong time management skills, with the capacity to meet deadlines and work independently with minimal supervision.

  • Ability to foster effective working relationships.

  • Background in finance, regulatory accounting, data analysis, or project management

  • Advanced degree and/or professional certification (i.e., MBA, CPA).

Working Conditions
  • Hybrid Mobility Classification - Work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees must live within a reasonable commute to their designated Duke Energy facility, not greater than 50 miles one way. Employees are expected to report to their assigned Duke Energy facility as required and directed by their manager, on average 3 full workdays per regular workweek.

  • Primarily a normal office environment with extensive use of a computer.

  • Ability to work remotely two days per week.

  • Minimal travel required.

  • Overtime may be necessary to meet deadlines, particularly during regulatory proceedings (e.g. rate case).
