Job summary

Bechtel is seeking a Rail Delivery Manager to organize and direct engineering and construction personnel and activities for rail projects in Riverside County, CA. You will ensure compliance with local, state, and federal requirements and supervise consultants across construction programs.

The role requires coordinating with design and field engineers, overseeing subcontract administration, cost and schedule reporting, and maintaining project records.

Qualifications

• Bachelor’s degree in engineering or construction management with 12+ years in delivery roles.
• 10+ years in delivery management on Class 1 railway projects.
• Experience overseeing Class I railroads (BNSF/UP/SCRRA) and FRA rules.
• Knowledge of supervisory functions related to field activities.
• Commitment to ES&H and Zero Accident safety programs.
• Technical knowledge of design/construction engineering for rail projects in California.
• Understanding of cost and scheduling, and contract administration.

Responsibilities

• Manage the procurement, selection, and oversight of construction management and design consultants for rail projects.
• Oversee design and construction for large commuter rail construction contracts and construction management consultants.
• Supervise deputy construction managers and consultant resident engineers.
• Develop and recommend the construction engineering organization for approval by the RCTC Construction Manager and prepare employee requisitions for rail projects.
• Coordinate with engineering on constructability and design issues.
• Establish a Design/Field Engineering working relationship and lines of communication with the Project Engineer, including agreement on engineering deliverables.
• Review Engineer’s quantity take‑offs, control, reporting, and forecasting.
• Direct the preparation of cost estimates for construction activities and coordinate the preparation of cost reports, forecasts, and progress reports.
• Review and provide input to project controls documents on progress related to cost and schedule.
• Plan and recommend procedures for field engineers to ensure construction operations meet engineering design and specification requirements.
• Direct the maintenance of construction engineering records for job history and supervise the receiving, distribution, and filing of plans and specifications.
• Work with customer resident engineering and operating personnel to coordinate construction activities.
• Administer assigned subcontracts to ensure completeness and up‑to‑date status.
• Coordinate with the Resident Engineer on contract administration and activities affecting the contract administration operation.
• Administer major subcontract changes and represent the RCTC in major contractual discussions and negotiations as requested by the client.
• Perform employee reviews for direct reports and assist in their development and progressive training.
• Assess needs and develop Field Engineering Training Plan for the project.
• Review and provide input to the project staffing plan for construction engineers and associated personnel.
• Ensure implementation of the project environmental control plan(s) as required.

Qualifications and Skills

Basic Qualifications

• Bachelor’s degree in engineering or construction management from an accredited college or university, plus a minimum of 12 years of relevant work experience.
• Minimum of 10 years of experience working in a delivery management capacity on Class 1 railway projects.
• Experience in oversight of construction of Class I railroads (BNSF/Union Pacific/SCRRA) and understanding of FRA rules and regulations.
• Knowledge of supervisory functions related to field activities.
• Demonstrated commitment to Environment, Safety and Health (ES&H).
• Demonstrable commitment to a Zero Accident safety program.
• Technical knowledge of all phases of design and construction engineering relating to rail projects in California.
• Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.

Preferred Qualifications

• Licensed civil engineer in the state of California, preferred but not required.
• Certified Resident Engineer by Caltrans, preferred but not required.
• Familiar with Bechtel’s Business Ethics handbook and policies.
• Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to the area of responsibility.
• Knowledge of project‑specific environmental compliance requirements.
• Knowledge of Bechtel’s "Zero Accidents" safety program.
• Knowledge of the use of subcontracts; knowledge of contractor/subcontractor responsibilities contained in subcontract documents.
• Prior experience supervising and administering subcontractors and consultants.

Salary Range: $135,860 – $234,260 annually (determinants include function, education, experience, and qualifications of the applicant. A 15% salary uplift applies for positions worked in New York City or San Francisco).
