The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
The Critical Infrastructure Group (CIG) within JOID provides technical, programmatic and analytical support to customers with missions in national security to include the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). The Group brings technical and operational expertise in fields of countering weapons of mass destruction, critical infrastructure protection, emergency response, nuclear non-proliferation, weapons deployment programs, and transportation safety. In addition to management and advisory services, CIG staff collaborate closely with our clients to provide high-quality modeling, simulation, software, and analytical products to meet the most demanding government standards and timelines.
We have a near term need for a Technical Program Analyst for Quantum Technologies to provide onsite support out of Gaithersburg, MD or Boulder, CO.

Responsibilities

We are seeking a Subject Matter Expert (SME) for Quantum Program Management Support to act as a high-level advisor providing operational and program management support to the NIST Quantum Technologies Accelerator Director. Support day-to-day management of NIST Quantum Technologies Accelerator R&D activities and partnerships to advance U.S. industrial innovation and competitiveness in quantum. Conduct landscaping of NIST quantum research, gather information in support of NIST quantum program strategy development, conduct technical progress reviews, assess technical developments, evaluate project deliverables, and collaborate directly with NIST scientists in QIST for improving program coordination and cohesion. Work with NIST QIST research staff to assess research expertise and capabilities in the context of scientific developments and U.S. industrial needs, gaps, and trends. Central to this is landscaping of the U.S. quantum industry including critical enabling technologies and supply chains. Support NIST management and operations of external partnerships in quantum - the Quantum Economic Development Consortium (QED-C) and the Quantum Manufacturing Engineering Center (QMEC) - including coordinating NIST technical participation, evaluating technical progress and project deliverables, and assessing compliance with technology transfer, intellectual property, and research security requirements of QED-C and QMEC.

Qualifications

Required:

  • PhD in Physics or a related quantum information science or engineering field.
  • 10+ years of progressive experience in technical program management, including experience with portfolio management and strategy development.
  • Demonstrated experience with assessing the current quantum landscape, including the status of scientific developments the U.S. quantum industry, and government programs that support the U.S. National Quantum Initiative.
  • Demonstrated experience managing complex public-private partnerships, driving stakeholder consensus, and translating complex concepts into executive-level briefings for Federal policymakers and industry leaders.
  • Able to report to designated work location up to full-time based upon client needs.
  • U.S. citizens or permanent resident status.
Desired
  • PMP certification.

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Washington, DC, Pay Transparency Salary range: USD $160,000.00/Yr. - USD $220,000.00/Yr.
