Brief Job Description

Under the direction of the Director of the Program Services (PS) section, the position manages the multidisciplinary Quality Management Branch (QMB) team to assure that WIC contractors meet program requirements and federally required reviews are completed timely and accurately. Leads the daily operations and activities of the QMB team. Responsible for the WIC Local Agency (LA) program and fiscal monitoring/audits. Oversees the development and implementation of quality assurance and quality improvement processes, policies, standards, procedures and activities for the team. Plans and approves the WIC LA off-site and on-site reviews. Ensures the QMB is in compliance with federal and state regulations, state policies and procedures, and contract requirements. Determines accelerated monitoring/probation status of LAs and recognizes exemplary LAs. Acts as a liaison with other WIC sections regarding all review issues or concerns. Establishes short and long term goals for the QMB and meets time and quality standards. Participates in and evaluates staff during on-site and off-site reviews. Establishes and maintains excellent internal and external customer service. Provides training to WIC sections and LAs related to QMB data, practices, and information. Assure that review reports are prepared timely and accurately through a peer review process. Oversees the corrective action plan, executive report and follow-up processes for all reviews. Works under limited supervision with moderate latitude for the use of initiative and independent judgment.

Essential Job Functions (EFJs)

Provides leadership, promotes professional growth, and builds a cohesive team. Responsible for hiring, delegating work, establishing clear expectations, developing performance standards, completing performance evaluations, staff work schedules, and approving leave requests. Manages monitoring schedules for staff. Work includes reviewing and approving all reviews in accordance with section, division, state, and federal regulations. Adhere to and uphold the cultural values of the section and WIC. Communicates both verbally and written with a wide variety of internal and external stakeholders and maintains excellent customer service.

Directs and oversees the operations of QMB by developing standardization of policies, processes and procedures in accordance with federal and state rules and regulations, contract requirements and procedures. Manages and develops QMB staff through review of performance data, consultation, training and performance evaluations. Ensures proper orientation and training for new and seasoned QMB staff to ensure consistency across the state. Provides direction and guidance to QMB staff during reviews. Ensures all policies and procedures are current and are implemented. Conducts peer reviews and staff evaluations of QMB as related to review work.

Serves as a subject matter expert on WIC clinical and fiscal review standards for the team. Review and approve performance data and reports to ensure adherence to program and legislative requirements. Manages due dates and timelines of the review process. Assess and make improvements to the effectiveness and efficiency of QMB processes. Oversee and manage the development of the all review monitoring tools to effectively report results of reviews using software and an electronic reporting system. Maintain and enhance the compliance system that captures the data in the reviews. Provide training and technical assistance to WIC contractors regarding all review activities. Manage information entry into SCOR for all reviews.

Works with all internal and external stakeholders regarding WIC QMB activities, practices, and procedures. Represents QMB in internal and external work groups. Continuously improves systems to ensure QMB processes meet program regulations. Researches and maintains a working knowledge of the best practice strategies for fiscal, clinical, quality management and quality improvement practices and standards at the state and national level. Participates and provides input into agency contract management activities. Represents the WIC QMB staff at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees. Prepares and manages reports for follow up review activities, accelerated monitoring/probation activities for WIC contractors. Provides information responsive to legislative requests, audits, and information as needed.

Registrations, Licensure Requirements or Certifications

CTCM within one year of employment.

Initial Screening Criteria

Graduation from an accredited four-year college or university with course work in business, public health, audit/compliance, public administration, nutrition, audit, finance, or related field required. Experience may be substituted for education on a year-for-year basis up to four years

Three years experience in quality assurance, compliance, auditing, monitoring, nutrition, federal or state programs required.

Three years experience in a team lead or managerial role required.

Experience with WIC or other federal and state programs, quality assurance/compliance/audit preferred.
