Job summary

Nan-Mckay- seeks a Quality Control Specialist in El Cajon, CA to perform quality control reviews of the Housing Choice Voucher program files for HUD compliance and PHCD Administrative Plan adherence.

Responsibilities include file reviews, SEMAP assessments, staff training support, and creating regular QC reports. Requires a high school diploma, or equivalent, plus 2+ years public agency experience or a 2-year degree with relevant experience.

Qualifications

• Must interpret and apply HUD regulations and PHCD Administrative Plan.
• Excellent oral and written communication required.
• Strong interpersonal, computer, and organizational skills needed.

Responsibilities

• Conduct monthly review of tenant files to ensure HUD/PHCD compliance.
• Conduct annual SEMAP review of files.
• Assist in training new employees on HCV program requirements.
• Reference QC knowledge bank and PHCD plans to ensure accuracy.
• Peer review to provide support and tone guidance among housing specialists.
• Create and deliver weekly reports to the QC Supervisor on time.

SUPERVISION RECEIVED AND EXERCISED

Operates under the direct general supervision of a Supervisor; the Quality Control Specialist exercises no supervision over other employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Conducts monthly review of tenant files, identifying improper application of policies and procedures by staff members, to ensure compliance with HUD Regulations and PHCD AdministrativePlan.
• ConductannualSectionEightManagementAssessmentProgram(SEMAP)reviewoffiles
• AssistsinthetrainingofnewemployeestoensuretheHousingSpecialistswillhaveaworking knowledgeoftheHCVProgram

• Conductpeertopeerreviewstoprovidesupportasamentortonewandexistinghousing specialists
• CreateweeklyreportinanaccurateformatasrequestedandupdatedbytheQCSupervisorand deliversthereporttimelyeachweek.
• Respondtodisputesforerrorscitedfromthehousingspecialistinatimelyfashion

DESIRED QUALIFICATIONS:

High School Diploma; Education equivalent to a two-year degree from a regionally accredited institution in Public Administration, Social Science or a closely related field; a minimum of two years of progressively responsible work experience for a public agency, or related work in the social service or community service field preferred. Alternatively, a two-year degree with four years of experience will satisfy the qualifications.
Must have the ability to interpret and apply regulations pertaining to the program. Must be able to communicate effectively both orally and in writing and have excellent interpersonal skills and possess strong computer and organizational skills.
