Job summary

Turner & Townsend is seeking a Quality Control & Safety Director for an FAA aviation infrastructure program. Lead QA/QC and safety oversight, develop robust plans, and ensure compliance across conditions and sites.

Requires 10+ years in quality and safety with leadership roles and federal project experience. The role reports to PMO Director, collaborates with Peraton and FAA stakeholders, and mandates US citizenship and Public Trust clearance.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Occupational Safety, or a related field.
• Minimum of 10 years of combined quality management and safety experience on large construction or infrastructure programs, including at least 5 years in a lead role.
• Demonstrated experience building and running a quality management system, including plans, procedures, audits, and corrective actions.
• Experience authoring program level plans, procedures, and templates from scratch.
• Experience reviewing design and construction deliverables for code and contract compliance.
• Working knowledge of OSHA and federal, state, and local health and safety regulations.
• ISO 9001 auditor or lead auditor training, or equivalent.

Responsibilities

• Develop, implement, and maintain the Program Quality Management Plan, including procedures, templates, and checklists.
• Establish quality objectives, performance indicators, and QA/QC frameworks across all projects in the program.
• Lead the review of contractor and designer deliverables for compliance with contract requirements, codes, standards, and quality expectations before submission.
• Plan and lead quality audits, inspections, and compliance reviews across all program facilities and construction sites.
• Manage nonconformance reporting, corrective and preventive actions (CAPA), root cause analysis, and lessons learned.
• Monitor quality metrics and identify trends, risks, and improvement opportunities.
• Develop the Program Safety Management Plan and oversee its implementation by contractors.
• Ensure compliance with OSHA, applicable federal, state, and local regulations, and FAA requirements for work within active operational facilities.
• Lead hazard identification, risk assessment, and mitigation planning.
• Monitor safety performance indicators, including incidents, near misses, observations, and corrective actions.
• Oversee incident investigations and confirm that corrective measures are implemented.
• Support emergency preparedness and response planning.
• Provide technical oversight of life safety systems through planning, design, and construction, including review of design deliverables for code compliance.
• Support field inspections at key stages of construction on a non resident basis.
• Coordinate with engineers of record and authorities having jurisdiction as needed.
• Align program practices with ISO 9001 and ISO 45001, and with ISO 14001 where applicable.
• Maintain quality and safety records, documentation, and reporting systems.
• Provide regular quality and safety reports and briefings to the PMO Director, Peraton, and FAA stakeholders.
• Identify quality and safety risks to program objectives, develop mitigation strategies, and elevate significant issues to program leadership.
• Coordinate with the program Environmental Manager on environmental compliance matters.
• Lead and develop quality and safety staff as the program grows.

The Quality Control and Safety Director leads quality assurance, quality control, and safety oversight for a federal aviation infrastructure program delivered for the FAA. This role builds the program’s quality management system, establishes the review process for contractor and designer deliverables, and provides safety oversight across active operational facilities. Reporting to the PMO Director, the Director works closely with the prime contractor, Peraton, and with FAA stakeholders to ensure work is planned, reviewed, and executed consistently, compliantly, and without disruption to air traffic operations.

Within the first 90 days, the Director will deliver:

• The Program Quality Management Plan
• The Program Safety Management Plan
• A deliverable review process for contractor and designer packages before submission to Peraton
• A program audit schedule covering all active sites

Job Duties

Quality Management

• Serve as the primary quality and safety advisor to program leadership.
• Deliver training, coaching, and awareness programs for program staff and contractors.
• Build a culture of accountability, compliance, and continuous improvement.
• Lead and develop quality and safety staff as the program grows.

*Due to federal contract requirements, applicants must be U.S. citizens and able to obtain and maintain a Public Trust determination. The selected candidate must complete the FAA background investigation and obtain FAA facility badging and a PIV credential. Access to program sites depends on completing these steps.*

• ISO 45001 or ISO 1401 auditor training.
• Experience working between a prime contractor and a federal client on the same program.
