Job summary

Illinois Department of Innovation & Technology (DoIT) is seeking a Quality Assurance Senior Engineer- Sangamon County to lead a team of engineers in enforcing QA policies aligned with ITIL and best practices. You will guide testing across the SDLC, mentor staff, and deliver data-driven insights to leadership.

Essential duties include designing QA standards, coordinating tests for systems under the division, and staying current with industry developments through training and seminars.

Qualifications

  • Four-year college degree in computer science or related field.
  • At least three years of professional IT/Application Services experience.
  • Experience designing, implementing, and maintaining QA processes.
  • Knowledge of ITIL and SDLC

  • Lead QA Senior Engineer for DoIT Sangamon County, designing and enforcing standards.

Essential Functions
  • Under administrative direction, serves as the Quality Assurance Senior Engineer- Sangamon County for the Department of Innovation & Technology (DoIT) performing complex professional and advisory functions in Application Services for the Quality Assurance Unit, including designing, implementing, and enforcing Department standards and polices to maintain alignment with State of Illinois quality assurance requirements and Information Technology Library (ITIL) frameworks, reflecting industry best practices.
  • Provides coordination and conducts quality assurance services for systems supported by the division, including designing, delivering, and executing manual and automated tests test cases, and test suites, that maintain functional accuracy, system stability, and long-term maintainability.
  • Mentors and provides training and guidance of quality assurance standards to various units within the Department on QA best practices, including testing design, defect management, testing tools, quality standards, test documents and analytics.
  • Serves as a designated lead worker.
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with coursework in computer science or directly related fields.
  • Requires three (3) years of professional experience in Application Services, management information systems environment, computer application development, or a related Information Technology field.
Specialized Skills
  • Requires three (3) years professional experience designing, implementing, and maintaining software quality assurance processes, including creating and executing test cases and test suites, overseeing the defect lifecycle, validating software releases, monitoring production release processes, and developing quality assurance documentation such as reports, operational manuals, or user guides.
  • Requires three (3) years professional experience with data processing operations and relational databases and test frameworks and reporting tools, including delivering quality metrics and generating and analyzing data to evaluate performance against established standards.
  • Requires three (3) years of professional experience working with Salesforce, ServiceNow, or other similar Software as a Service (SaaS) platform through activities to include designing and executing test strategies, leveraging automation frameworks, optimizing test coverage, and coordinating quality assurance services for multiple enterprise systems.
  • Requires three (3) years of professional experience applying System Development Life Cycle (SDLC) and Information Technology Infrastructure Library (ITIL) principles, including enforcing department standards and policies, monitoring adherence to quality assurance frameworks, supporting audit activities, and aligning processes with established governance requirements.
Preferred Qualifications
  • Three (3) years professional experience designing, implementing, and maintaining software quality assurance processes, including creating and executing test cases and test suites, overseeing the defect lifecycle, validating software releases, monitoring production release processes, and developing quality assurance documentation such as reports, operational manuals, or user guides.

  • Three (3) years professional experience utilizing test analytics and metrics, including delivering quality metrics to leadership, monitoring quality management systems, applying advanced data analytics to identify trends and root-causes, and recommending quality improvement strategies.
  • Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature.
  • Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.
  • Ability to lead and coordinate cross-functional teams, aligning individual contributions toward shared goals to consistently deliver high-impact results.
  • Developed verbal and written communication skills to present technical information clearly and precisely to diverse audiences, including business users, development teams, agency executives, and others.
