Based on the established Early Educator Support Office Framework, approved by the North
Carolina State Board of Education (NCSBE), the purpose of this program is to manage and
expand the infrastructure for a statewide system of professional development and support to
early childhood educators, with or eligible for a North Carolina Birth-Kindergarten (B-K) license,
in nonpublic sites, thereby increasing local and state capacity to effectively provide services to
all eligible teachers. The program will ensure that all aspects of the services established under
the Framework are delivered in the designated region of the State, for eligible teachers in that
region: those employed in nonpublic schools that hold, or are eligible for, the NC B-K License
(NC Pre-K, NC Developmental Day, and Child Care). In order to receive services, teachers must
be enrolled with the Early Educator Support program. All processes and procedures established
under NC State Board of Education policies must be implemented.




As Quality Assurance Lead, the employee will lead and inspire by setting a high standard of
excellence through the development of inter-rater reliability studies and by serving as a liaison
between the UNC Charlotte EES Office and Mentor-Evaluators, including partner organizations.
The Quality Assurance Lead will also serve as a mentor and evaluator to a small caseload.




As Quality Assurance Lead, the employee will serve as a Mentor and Evaluator for 15-20
teachers utilizing the NC Teacher Evaluation Process. The Mentor and Evaluator provides
comprehensive support to beginning teachers in early childhood education settings through a
strengths-based coaching and evaluation model.
Mentor responsibilities include offering consistent, ongoing support and feedback using a variety
of methods such as onsite visits, phone calls, email, video, and virtual tools. Mentors observe
and assess teacher needs, assist in developing individualized Professional Development Plans
(PDPs), and guide teachers in instructional strategies, classroom management, reflective
practices, and building relationships with families and communities. They conduct classroom
observations in collaboration with assigned Evaluators using the NCDPI Educator Effectiveness
System, hold monthly conferences with teachers and site administrators, facilitate Professional
Learning Communities (PLCs), and arrange professional development in coordination with
Regional Leads and community partners. The mentor role involves maintaining accurate
documentation and supporting high standards for teacher effectiveness and continuous
improvement.
Evaluator responsibilities include conducting formative and summative assessments in
accordance with NC State Board of Education licensure policy, coordinating evaluation
schedules with teachers, mentors, and administrators, and submitting required documentation
through the state's online system by designated deadlines. Evaluators also support
administrators in their evaluation roles, participate in required professional development, and
collaborate with early childhood agencies to enhance teacher growth. The evaluator role
involves maintaining accurate documentation and supporting high standards for teacher
effectiveness and continuous improvement.




Master's degree in education with a concentration in early childhood education, child
development, human development/family studies, special education, curriculum and instruction,
or related field with additional focus on quality, reliability, statistics, conducting educational
research, etc. A minimum of three years of progressive, successful experience as an early
childhood leader at the local, regional or state level. Equivalent education and experience may
be considered.

  • Skill for using technology and computer in daily work with teachers and colleagues.

  • Strong oral and written communication skills- Ability to nurture, listen, guide, coach, support adults and build on strengths.

  • Exceptional interpersonal skills - Ability to actively participate as a member of a mentor-teacher-evaluator team and a regional structure to meet program goals.

  • Teamwork is essential to this position. Building collaborative partnerships - with site administrators and technical assistance professionals across sectors to support coordination of effective mentoring, coaching and evaluation of teachers being served.

  • Ability to facilitate Professional Learning Communities - effectively support evidence-based teaching practices resulting in positive outcomes for children.
