Job summary

Senior Aerospace SSP is seeking a Purchasing Manager to lead the purchasing function, manage staff, and optimize procurement activities for materials, equipment, and services. The role requires analyzing markets, controlling budgets, and developing purchasing policies while ensuring compliance with ITAR and company standards.

The ideal candidate has a Bachelor’s degree in business, accounting or economics with seven years in purchasing (three in metals) and proven experience with MRP/MAPICS,

Qualifications

  • Bachelor’s degree and seven years purchasing experience, including three in the metal industry and two years local.
  • Knowledge of purchasing methods and market pricing including specification writing.
  • Experience with markets and local sources of supply; MAPICS/MRP proficiency; Excel and Word skills.
  • Strong negotiation, bid review, and contract management abilities.

Responsibilities

  • Plan and manage purchasing policy and department priorities.
  • Recruit, develop, train, and manage the purchasing staff.
  • Prioritize purchasing projects and manage purchasing information systems.
  • Negotiate and administer purchasing contracts and terms.

Job Description

Summary: The Purchasing Manager will analyze market and delivery systems in order to assess present and future material availability, control purchasing department budgets, develop and implement purchasing and contract management instructions, policies, and procedures, direct and coordinate activities of personnel engaged in buying, selling, and distributing materials, equipment, machinery, and supplies. The individual will interview and hire staff and oversee staff training. Participate in the development of specifications for equipment, products or substitute materials. Prepare reports regarding market conditions and merchandise costs. Resolve vendor or contractor grievances and claims against suppliers. Review purchase order claims and contracts for conformance to company policy. Review, evaluate, and approve specifications for issuing and awarding bids. Administer on‑line purchasing systems. Arrange for disposal of surplus materials. Locate vendors of materials, equipment or supplies, and interview them in order to determine product availability and terms of sales. Maintain records of goods ordered and received. Prepare and process requisitions and purchase orders for supplies and equipment. Prepare bid awards requiring board approval. Represent company in negotiating contracts and formulating policies with suppliers.

Essential Duties And Responsibilities

Under general supervision, must be able to perform a variety of job duties including, but not limited to:

  • Purchasing policy and planning
  • Departmental staff recruitment, development, training and management
  • Purchasing project prioritization and management
  • Managing purchasing information and systems, and purchasing services
  • Managing purchasing staff, suppliers, relationships, SLA’s (service level agreements)
  • Setting (if no QA function), monitoring and managing quality and QA systems
  • Effective proactive liaison with other departments as necessary to forecast, plan to meet, and to supply demand to relevant quality
  • Effective proactive liaison with other departments regarding operating, resourcing services as necessary, e.g. IT
  • Negotiating and administration of purchasing contracts
  • Make or buy policy analysis and decisions
  • Rent or buy policy evaluation and decision/ recommendation
  • Cost saving budgeting and targeting
  • Setting and planning how to achieve supplier accreditation and service level management
  • Administration and reporting as necessary
  • Accounting evaluation and financial justification including capital versus revenue
  • Outsourcing strategy/ development/ management
  • Payment terms negotiation, optimization and management
  • Stock and materials management
  • Warehousing, distribution, shipping management (if applicable, or effective liaison with these functions/ departments)
  • Packaging and transport regulatory awareness, compliance and information communication
  • Health and safety compliance
  • International trading issues/ imports/ legal, awareness and management
  • Follow all Senior policies and procedures.
  • Other duties with the work as assigned.

Qualifications
Education and/or Experience:
  • Bachelor’s degree from a recognized college or university with major studies in business administration, accounting or economics and seven years of progressively responsible experience in purchasing, of which three years must have been spent in the metal industry, and must include two years of local experience, or an equivalent combination of education and experience.
  • Comprehensive knowledge of purchasing methods and procedures in the industry including versatility in the techniques of specification writing.
  • Extensive knowledge of markets, particularly local sources of supply of market practices and pricing methods.
  • Knowledge of MRP, MAPICS Manufacturing software; Microsoft Excel and Word.

Annual Target Salary = $130k

Monday - Friday 7:00am - 4pm
