Job summary

SUMMARY

Under general supervision, employees in this position will perform a wide variety of general labor and maintenance of city streets, drainage, water and wastewater infrastructure in accordance with all safety regulations and procedures. This may include infrastructure maintenance and repair activities including heavy manual labor, operating light and heavy equipment and participating in utilities field activities in a safe and effective manner. This position will assist with all public works related activities and tasks as required. This position will also support other departments within the city as needed and when time allows.

DUTIES and RESPONSIBILITIES

Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

• Set up barricades and act as flagger for traffic around job sites.
• Assists in the repair and maintenance of roadways; maintains landscaping and park grounds, clears trash, brush, weeds and debris from grounds, structures, facilities and drainage ditches.
• Operates and uses a variety of hand and power tools including picks, shovels, weed eater, edger, chain saw and various other tools in support of maintenance and construction activities associate with streets, drainage, water, wastewater and other public works activities.
• Learns a variety of work tasks and procedures, including repair and maintenance of streets, roadways, and infrastructure.
• Routinely cleans and maintains assigned vehicles, tools and equipment. Inspect and check operation of vehicles, tools and equipment before and after use, report problems to supervisor and perform minor equipment maintenance as needed.
• Executes safe and effective methods in all field activities which includes following departmental and city safety guidelines and attending required training when necessary.
• Must be able to perform standby shift work; must be available for call back as needed for emergency situations.
• Available for special assignments as requested and other duties as assigned, which may include the following: electrical, painting, carpentry, masonry, welding, wastewater, street and drainage projects.
• Maintains integrity, professionalism, values and goals of the city by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
• Cooperates with co-workers professionally to accomplish work efficiently and effectively.

Marginal Functions:

• Perform additional related duties and responsibilities as assigned.

SUPERVISION RECEIVED and EXERCISED

Receives direction and supervision from the Assistant Director of Public Works and/or Public Works Superintendent

Exercises no supervision.

WORKING CONDITIONS

Environmental Conditions: Work is performed indoor and outdoor environments, exposure to all weather conditions and under sometimes extreme weather conditions, traffic, and emergency situations with exposure to a variety of safety hazards. Exposure to vibrations, and noise; work on slippery or uneven surfaces, work with or in water; work with and around heavy machinery, in or near vehicle traffic; work underground; exposure to dust and fumes, potential chemical hazards including potentially toxic chemicals. Exposure to natural gas services and mains.

Physical Conditions: While performing the essential and marginal functions the employee may be required to maintain physical condition necessary for adequate physical performance abilities including moderate and heavy lifting; bending, stooping, kneeling, crawling, climbing; standing, walking, sitting; use of hands and fingers, handle or feel; reach; speak and hear, use close and distant vision, color vision, peripheral vision, depth perceptions, and ability to adjust focus; must utilize auditory, sensory abilities constantly on the jobsite. Moderate to heavy lifting and carrying of up to 100 pounds; pulling, reaching, bending climbing, balancing, stooping, kneeling, crouching, or crawling; must be able to operate assigned vehicle; must be able to work in confined spaces; required to drive and operate heavy equipment within the city.

The City of Richland Hills offers a competitive salary depending on qualifications and experience. The salary range for this position is DOQ. The City participates in the Texas Municipal Retirement System (TMRS) at a 7% employee deposit rate with a City matching ratio of 2:1. The City pays 100% of the employee’s medical, dental and term life insurance, and contributes 50% to dependent medical coverage. Employees receive paid vacation and sick leave, and eleven (11) paid holidays which accrue at the beginning of the year and may be used at any time. The City offers a compressed work schedule Monday – Thursday from 7:30 a.m. – 5:30 p.m. with Fridays off.

EXPERIENCE and TRAINING GUIDELINES

Any equivalent combination of education, training and experience that would likely provide the required knowledge, skills and abilities to successfully perform the essential functions of the job is qualifying. A typical way to obtain the knowledge and abilities would be:

Education and/or Experience: Requires a high school diploma or equivalent and some manual labor experience or construction trades experience.

License or Certificate: Possession of an appropriate, valid Texas Class C Driver's License with a good driving record. Possession of or ability to obtain a Texas Commission on Environmental Quality Class D Water Operator License and obtain a Class 1 Wastewater Collection Operator License within two years. Then upgrading Class D Water Operator License to a Class C Water Distribution Operator within 4 years.
