Job summary

The Town of Zebulon is seeking a skilled Stormwater Equipment Operator under the supervision of the Stormwater Manager to repair, maintain and replace stormwater infrastructure using a range of heavy equipment. This role includes leadership of a small work crew, diverse concrete and pipe tasks, and routine street maintenance.

The position requires performing excavations, regrading and cleaning of drainage systems, plus responding to severe weather events.

Qualifications

  • High School Diploma or its equivalent.
  • 1-3 years of experience operating light to heavy duty construction equipment.
  • Must possess a valid North Carolina Class “B” Commercial Driver’s License.
  • Tanker endorsement preferred or ability to obtain within six months.
  • Qualified Stormwater Infrastructure Inspector or Qualified Stormwater Inspector Certifications preferred or ability to obtain within six months.
  • Stormwater SCM Inspection and Maintenance Certification preferred or ability to obtain within six months.
  • Background or experience in stormwater infrastructure maintenance, repair and construction preferred.

Job description

Under general supervision of the Stormwater Manager, this position performs semi-skilled to skilled work in the repair, maintenance and replacement of the Town’s stormwater infrastructure, requiring significant experience and skill in the operation of light and heavy-duty construction equipment. An employee in this class will be skilled in operating most of the equipment used within the stormwater division, to include dump trucks, street sweepers, backhoes, skid steers, front-end loaders, excavators, Jet-Vacs, farm tractors with various attachments, etc. Employee should have the capacity to lead a small work crew in performance of duties to include manual labor tasks. Basic work requirements include, but are not limited to, excavating jobsites; loading and hauling materials, supplies, soil, dirt and debris; sweeping streets; jet-rodding pipe; digging, regrading and maintaining ditches; maintaining, repairing and installing pipes, curb and gutter systems, manholes, and catch basins; masonry work, etc. Employee performs work in accordance with established safety rules and regulations. Employee may be required to work shifts or on weekends during severe weather, such as hurricanes, winter snowstorms, high winds, etc. Employee may also be expected to perform “on-call” duties as directed. May serve as “acting Stormwater Crew Leader” in their absence.

  • Operates various types of heavy equipment, including backhoes, front-end loaders, dump trucks, flatbed trucks, skid steers, excavators, Jet-Vacs, street sweepers, tractors, etc. during the performance of daily responsibilities.
  • Ensures machinery and equipment are properly maintained; completes daily checks and preventative maintenance requirements, and schedules maintenance and repairs accordingly to ensure equipment remains in good working order.
  • Uses various pneumatic, gas or electric power tools, including compressors, jack-hammers, chain saws, tamps, drills, etc. to perform daily responsibilities.
  • Uses various hand tools to perform daily tasks, including shovels, rakes, bush axes, hoes, etc.
  • Assists with all aspects of concrete work related to maintaining stormwater infrastructure; saw cutting and removing concrete; constructing and repairing manholes; laying forms, pouring and finishing new curb and gutter; and cleaning up the worksite.
  • Performs surface and subsurface stormwater infrastructure maintenance, repair and construction, including clearing, regrading and excavating ditches; clearing, repairing and installing pipe; repairing and installing catch basins; and sweeping streets.
  • Performs various landscaping duties to dress up jobsites, including weed eating, trimming shrubs and trees, seeding grass, etc., as well as applying herbicides and pesticides for weeds and fire ants.
  • Ensures all safety procedures and protocols are in place and used effectively at all jobsites and work zones, including placement of safety signs, cones, flaggers, etc.
  • Manually clean catch basins, curb and gutter, and other drainage structures to remove collected debris from the stormwater conveyance system.
  • Responds to severe weather and/or natural disaster events, including winter storms, hurricanes, high winds, etc. to assist in recovery efforts; collects and hauls debris, loads dump trucks, spreads salt or sand, plows and scrapes snow and ice, etc.
  • Works various shifts to operate equipment in support of natural disasters or major weather events.
  • Performs “on-call” duties on a rotational basis as needed.
  • Prepares daily logs and other reports to track performance and completed tasks; uses computer and related software to input data.

  • Assists Stormwater Crew Leader with Line Locates for stormwater lines
  • Assists Stormwater Crew Leader with new construction inspections as needed
  • Performs other related duties as assigned.

Physical Requirements
  • Must be able to perform the basic life operational skills of walking, climbing, stooping, kneeling, crouching, reaching, pushing, lifting, standing, walking, fingering, grasping, talking, hearing and repetitive motions.
  • Must be able to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects.
  • Must possess visual acuity to prepare and analyze written or computer data, perceive depth and color, use measuring devices, operate motor vehicles or equipment, determine the accuracy and thoroughness of work, and observe general surroundings and activities.
  • Must be able to perceive spoken information at normal vocal levels.
  • Vocal communication is required for expressing or exchanging ideas.
  • Must be able to tolerate inside and outside environmental conditions and hazards, extreme hot and cold weather, and exposure to the hazards of street and utility work, including noise, chemicals, moving mechanical parts, oils, and confined spaces when working in manholes or trenches.
  • Must be able to wear required Personal Protective Equipment (PPE) such as masks, coats, boots, goggles, gloves, or shield and hearing protection.
Desirable Education and Experience:
  • High School Diploma or its equivalent.
  • 1-3 years of experience operating light to heavy duty construction equipment.
  • Must possess a valid North Carolina Class “B” Commercial Driver’s License.
  • Tanker endorsement preferred or ability to obtain within six months.
  • Qualified Stormwater Infrastructure Inspector or Qualified Stormwater Inspector Certifications from the American Stormwater Institute preferred or ability to obtain within six months.
  • Stormwater SCM Inspection and Maintenance Certification from NC State preferred or ability to obtain within six months.
  • Background or experience in stormwater infrastructure maintenance, repair and construction preferred.
  • Knowledge of tools, materials and methods used to maintain and repair stormwater conveyance systems.
  • Knowledge of the operational and preventative maintenance requirements for light and heavy-duty construction equipment and vehicles assigned to perform primary duties.
  • Knowledge of the occupational hazards and proper safety precautions involved in the operation of assigned equipment and performance of daily responsibilities.
  • Knowledge of the traffic laws and regulations governing equipment operation.
  • Knowledge of street locations and the geographic layout of the City.
  • Skill in the fundamental use of computers and basic administrative software applications.
  • Skill operating and maintaining light and heavy-duty construction equipment, and using basic hand tools.
  • Ability to inspect Stormwater Control Measures (SCMs) independently
  • Ability to read and understand construction drawings and plans.
    • Ability to assist with leading a work crew and/or overseeing a jobsite through task completion, ensuring quality job performance and work.
    • Ability to understand and follow specific instructions, both oral and written.
    • Ability to establish and maintain effective working relationships with other co-workers, supervisors, and the general public.
    • Ability to respond with courtesy to citizens.
