Job summary

Eagle Mountain City is seeking field inspectors to perform a range of technical duties related to the construction and inspection of utility systems to ensure compliance with City and OSHA safety standards.

Responsibilities include inspecting water, sewer, and storm drain installations, reviewing plans, and conducting tests for leakage and compaction, while collaborating with engineers and contractors to maintain safety and quality.

Qualifications

• High School diploma or equivalent required.
• One year of vocational/technical training or equivalent experience.
• Knowledge of City Code ordinances, OSHA rules and regulations, APWA Utah Standard Specifications.
• Strong reading and comprehension of utility/construction plans; ability to operate equipment.

Responsibilities

• Visually inspects water, sewer, and storm drain lines for safety conformity and proper procedures.
• Inspect trenches for depth/width, ensure safety, backfill and compaction with proper materials; report compaction results to engineers.
• Test lines for leakage and water quality; verify compaction prior to asphalt placement.
• Review development plans and asphalt submittals for code conformity; assist in permitting processes.
• Conduct walkthroughs with contractors and owners prior to City acceptance; ensure proper procedures and safety practices are followed.
• Assist with utility marking as needed.
• Perform related duties as assigned.

Positions Available: 2

GENERAL PURPOSE

Performs a variety of technical field duties related to inspecting the construction of all utility systems for compliance with City and OSHA safety standards, approving completed work, inspecting installed systems for problems; ensures City, contractor, and public safety of all utility systems.

SUPERVISION RECEIVED

Works under the general supervision of the Public Works Inspector Supervisor and the City Engineer.

SUPERVISION EXERCISED

None.

ESSENTIAL FUNCTIONS

Field Operations & Functions:

Visually inspects water, sewer, and storm drain lines to ensure conformity with safety standards and that correct installation procedures are adhered to; recommends alterations to bring into compliance with code.

Inspect utility trenches to ensure depth and width conform to safety standards and City regulations; ensure trenches are backfilled and well compacted with proper materials and that engineers receive results of compaction test results.

Test all lines for leakage at installation; test waterline for bacteria; test for proper compaction prior to placement of asphalt.

Review plan submittals for development project(s); review asphalt submittals to ensure conformity with City specs; review and recommend completion of residential subdivisions to allow for building permits.

Perform walkthroughs with contractors and owners for projects prior to acceptance by City; ensures their use of proper procedures and safety practices.

Assist with utility marking as needed.

Perform related duties as assigned.

MINIMUM QUALIFICATIONS

1. Education and Experience:
2. Graduation from High School or equivalent; plus, one (1) year of vocational/technical school or equivalent combination of education and experience;
3. Knowledge, Skills, and Abilities:

Working knowledge of City Code ordinances; OSHA rules and regulations; APWA Utah Standard Specifications, knowledge of trench safety and heavy equipment operation.

General knowledge of excavation and pipe installation process, bluestakes and utility marking.

Skill in the care, condition and maintenance of equipment, machinery and tools;

Ability to read and understand utility and construction plans; manage care, condition and use of materials, equipment, and tools; make quality decisions affecting the activities of people; communicate effectively, verbally and in writing; establish and maintain effective working relationships with employees and the public; work independently on assigned projects; detect hazards and violations on site; promote a positive image of the Public Works Department and the City; effectively use computer for the input of data.
