The Rate Case Analyst II is assigned to the Commission's Cost Allocation and Rate Design section of the General Staff and performs complex cost-of-servlce, cost-allocallon, rate-design, and financial analyses that support the Commission's review of regulated utility rates. The position evaluates utility filings and proposed rate schedules, develops and reviews analytical models, and assesses how proposed changes allocate costs among customer classes and affect customer rates. This work includes identifying unreasonable cost allocations, cross-subsidizalion, rate-design concerns, and other issues that could affect whether proposed rates are fair and reasonable. The position also develops discovery, prepares testimony and exhibits, responds to technical questions, and provides analytical support to Steff attorneys and other expert witnesses throughout rate cases and other Commission proceedings. The analyst may participate in settlement discussions and formal hearings and must be able to explain and support complex technical conclusions based on the evldentlary record.
The Public Service Rate Case Analyst I is an entry-level professional responsible for analyzing utility rate cases, financial data, and regulatory filings to ensure fair and reasonable rates for Arkansas consumers. Working under the direction of senior analysts and regulatory staff, this role involves reviewing utility company filings, conducting economic and financial research, and preparing reports and recommendations for commission proceedings.
Knowledge of financial analysis, accounting principles, and economic modeling. Proficiency in Microsoft Excel, database management, and statistical analysis tools. Ability to interpret utility tariffs, regulatory filings, and cost-of-service studies. Understanding of public utility regulations, rate design principles, and economic forecasting. Strong analytical and problem-solving abilities to assess complex regulatory and financial issues. Effective written and verbal communication skills to convey technical findings clearly.
At least three years of experience in rate analysis, financial analysis, economic forecasting, or a related field.
