Job summary

Insomniac Design in Washington, DC seeks a Senior Solutions Architect to design and oversee the technical architecture of new platforms for multiple agencies, ensuring a secure, scalable, and integrated system that meets public sector needs. This role provides strategic leadership across discovery to implementation, aligning with business objectives and modern IT best practices.

Qualifications

Bachelor’s degree in Computer Science, Software Engineering, Information Systems, or related field.
10+ years in software development and architecture, with at least 5 years in a solutions architect or lead architect role.
Proven experience designing and implementing enterprise‑scale systems, preferably within government or other regulated industries (e.g., finance, healthcare).
Deep understanding of enterprise architecture principles and patterns (modular design, microservices, SOA), as well as hands‑on knowledge of integration techniques (RESTful APIs, message queues, ETL).
Expertise in designing secure systems; knowledgeable about government security standards and compliance frameworks (NIST 800‑53, FedRAMP, FISMA).
Proficiency with cloud platforms and architectures (AWS, Azure, or Google Cloud).
Experience with identity and access management, authentication protocols, and data encryption methods for protecting sensitive government data.
Strong understanding of database design (SQL and NoSQL) and data governance across agencies.
Excellent analytical and problem‑solving skills with ability to translate requirements into technical designs.
Effective communication and leadership to articulate decisions to technical and non‑technical stakeholders.
Experience with government permitting, licensing, or regulatory systems architecture.
Familiarity with TOGAF / FEAF and modeling tools.
Involvement with IT modernization projects using AI/ML, RPA, or GIS integrations in government contexts.
Knowledge of Section 508 and WCAG accessibility standards.
Certifications such as AWS/GCP/Azure Solutions Architect.
Experience with DevSecOps/CI‑CD and containerization/orchestration (Docker, Kubernetes).
Understanding of state procurement and IT approval processes.
Public sector consulting experience is a plus.

Responsibilities

Design the overall architecture blueprint and technology roadmap for system modernization (application, data, integration, infrastructure).
Analyze existing systems and data flows; design integration strategies with legacy systems and external databases for data sharing.
Select technology stacks that fit project requirements with a modular, best‑fit approach.
Ensure security and compliance (NIST, FedRAMP, FISMA) with RBAC, encryption, and secure design from the outset.
Architect cloud‑ready or hybrid on‑prem/cloud solutions to handle high volumes of permit data with high availability and DR.
Define API and integration standards for GIS, document management, and payment systems to ensure interoperability.
Provide technical oversight during implementation; review designs and guide engineering teams toward conformity with architecture.
Incorporate AI‑driven tools and RPA where they add value, implemented securely and effectively.
Collaborate with PMs, BAs, and UX designers to ensure architecture meets user requirements and usability goals.
Stay current with emerging public sector IT trends and propose innovations to improve performance and maintainability.
