Job summary

Civic Recruitment Limited is seeking a seasoned Procurement Consultant for a six-month, hybrid role in Shrewsbury. You will oversee end-to-end public sector procurement projects, engaging with commissioners and service managers to deliver compliant, value-driven outcomes.

The role requires MCIPS progression, strong negotiation and stakeholder skills, and proficiency with eTendering platforms. Will mentor an apprentice and support governance processes.

Qualifications

• Demonstrated experience in delivering end-to-end public sector procurement projects.
• In-depth knowledge of UK Public Procurement Regulations and best practices.
• Experience in developing procurement strategies and managing complex procurement exercises.
• Excellent skills in stakeholder engagement and relationship management.
• Strong commercial acumen and negotiation abilities.
• Experience collaborating with operational, technical, and commissioning teams.

Responsibilities

• Provide procurement expertise throughout the entire procurement lifecycle.
• Lead pre-market and supplier engagement activities.
• Advise stakeholders on procurement routes and strategic approaches.
• Develop procurement strategies and assist with governance approvals.
• Support specification development and serve as a trusted procurement advisor.
• Create and review procurement documents and tender packages.
• Design commercial models and pricing structures.
• Develop evaluation criteria, weightings, and scoring methodologies.
• Manage procurement processes using eTendering systems such as Delta and Mercell.
• Handle supplier communications and procurement clarifications.
• Facilitate competitive dialogue and negotiation processes as needed.
• Lead tender evaluations and moderation sessions.
• Prepare award recommendations and governance reports.
• Support contract mobilization and handover activities.
• Build strong relationships with stakeholders across various service areas.
• Mentor and support a Procurement Apprentice when necessary.
