OpenAI is seeking a Legal Contracts Manager to support government contracting, handling a broad range of U.S. federal, state, and local government agreements from NDAs to services and teaming arrangements, ensuring terms align with OpenAI’s capabilities and risk framework.

Based in Washington, DC, you will partner with Legal, Go-to-Market, Capture/Proposals, and product teams to negotiate, administer contracts, maintain records, and help scale contracting processes while staying ahead of

Qualifications

7+ years of government contracting or contract management experience.
Active U.S. Government TS/SCI clearance.
Experience negotiating and managing agreements with U.S. government entities.
Familiarity with public sector compliance frameworks (FedRAMP, NIST 800-171, CMMC, ITAR/EAR).
Ability to operate autonomously in fast-moving environments.

Responsibilities

Manage the full contract lifecycle for government agreements (NDAs, services, teaming, subcontracts, orders).
Negotiate contracts with federal, state, and local agencies and government integrators.
Ensure ongoing compliance with contract requirements, including flow-downs and certifications (FAR/DFARS, FedRAMP, NIST 800-171).
Support contract pursuits and proposals (RFP/RFQ reviews, compliance matrices, representations).
Coordinate with Legal, Finance, Security, Capture/Proposals, and Product teams to align terms with OpenAI capabilities and pricing.
Maintain contract records and manage data on renewals and deliverables.
Develop scalable contracting processes and playbooks for government sales.
Monitor regulatory developments and advise on implications.
