Job summary

Advocate Health seeks a Public Safety Manager - Armed to lead on-site security at Condell Medical Center in Libertyville, IL. You will supervise Public Safety leaders and officers, allocating resources to maintain safety and responding to incidents.

Required are a Bachelor's in criminal justice or related field and seven years of healthcare public safety leadership, plus firearms proficiency and strong communication. This role is full-time, on-site, with day and off-hour coverage as needed.

Position: Public Safety Manager - Armed

Location: Condell Medical Center; Libertyville, IL.

Full Time; 1st Shift

~Monday-Friday, 8am-4:30pm

~Various nights and/or weekends as needed.

Major Responsibilities:

• Serve as the on-site manager for assigned facilities, directly supervisingPublic Safety leadersand line officers to ensure effectivePublicSafety operations.Strategicallyallocatepublic safety resources in conjunction with facility and Public Safety leadership tomaintaina reasonable standard of care and respond effectively to incidents and threats.
• Designs and directs the work of thePublic Safety officers, and at select locations commissioned police officers. Selects, coaches, and developsPublic Safety teammates, and trains supervisors to do the same.Setsclear expectations to inspire and motivate the team. Manages performance by recognizing achievement, providing feedback, and administering progressive discipline when necessary.
• Prepare and manage annual operating and capital budgets, verify payroll records, and ensure financial compliance with organizational standards.
• Implement andmaintainsecurity policies and procedures that align with organizational goals and regulatory standards.Liaise with interdepartmental staffat assigned facilitiesto understandimpactof process and procedural improvements.
• Conduct regular security audits and risk assessments across assigned properties, reporting findings and recommendations to facility and Public Safety leadership.Ensure facilities meet federal and state compliance standards (e.g., Joint Commission, DNV, CMS, OSHA) through regular inspections and evaluations.
• Support Public SafetyInvestigationTeammatesby stronglyparticipatingin investigations of accidents, thefts, workplace violence, and other security-related incidents.
• Maintain strong relationships with facility administrators, law enforcement, first responders, and internal departments to foster collaboration and security awareness.Use a variety of communication techniques to maintain relationships, creating an open-door culture.
• Stay informed onindustrybest practices and trends, using data-driven insights to enhance public safety operations and adapt to evolving risks.
• Responsible for understanding and adhering to the organization's Code of Ethical Conduct and for ensuring thatpeopleactions, and the actions of employees supervised,comply withthe policies, regulations, and laws applicable to the organization's business.

Education Required:

• Bachelor’sdegree in criminal justiceor related field, or equivalent related experience.

Experience Required:

• A Public Safety Operations Manager must have a minimum offiveyears of supervisory or management experience in a related field, such as security, military, law enforcement, or dispatch.

Knowledge, Skills & Abilities Required:

• The Public Safety Operations Manager must be willing to carry a department-authorized firearm while on duty, using a Level III holsterin accordance withthe Public Safety Firearms Policy and approved by departmentalrangemasters.
• The individual mustpossessthe ability to safelyoperate, load/unload, break down, and clean a firearm independently and without assistive devices. Hand strength, dexterity, and firearmproficiencyare essential.
• A successful background investigation and psychological screening assessmentare requiredpost-offer, pre-employment, and periodically thereafter.
• Prior training inNon-Violent CrisisMitigation/De-escalation, defensive tactics, and firearms.
• Effective oral and written communication skills are essential, including the ability to communicate clearly via phone, face tofaceand radio.
• The role requires mature judgment, sound reasoning, and a calm, courteous demeanor in high-stress or emotionally charged situations.
• Experience in conducting complex investigations, along with strong critical thinking and analytical skills, is expected.
• The candidate mustdemonstrateexpert knowledge of security and public safety practices, procedures, and compliance standards at the federal, state, and organizational levels.
• Proficiencyin word processing, spreadsheet, and presentation software is necessary, as is a working knowledge of security systems such as video surveillance, access control, and emergency alert systems.
• The ability to assess and respond to multiple simultaneous situations, prioritize tasks, andmaintainefficiency in a fast-paced environment is critical.
• Professional and empathetic interaction with team members, patients, andvisitors—especially under challenging circumstances—isrequired.
• Access to protected health information (PHI) must be limited to what isreasonably necessaryfor job performance and shared only on a need-to-know basis. Access to PHI is controlled via user ID and passwordin accordance withorganizational policy.
• Forstates/regions with specific firearm qualification requirements, such as Illinois, candidates must complete applicable state-mandated armed courses and achieve a passing score on annual qualification tests within designatedtimeframes.

Physical Requirements and Working Conditions:

• The Public Safety Operations Manager must be physically fit and capable of exerting intense physical effort, including running, restraining individuals,assistingwith patient transfers, and lifting or carrying loads ranging from 25 to 60 pounds.
• The role requires frequent walking, standing, bending, squatting, kneeling, reaching, and transitioning quickly between positions, both indoors and outdoors, often in fast-paced or unfavorable weather conditions.
• Candidates mustpossessstrong visual and auditory acuity (correctable to 20/20), color distinction, and the ability to communicate clearly in person, over the phone, and via radio.
• The position involves exposure to high noise levels, emotionally charged situations, potential hazards (mechanical, electrical, chemical, explosive, and radiation), and requires the ability tooperatefirearms and other equipment safely and independently, whileremainingcalm and responsive under stress.
