Job summary

RailPros seeks a Public Projects Manager to lead railroad public projects from concept through construction, negotiating on behalf of clients for projects with potential impacts to railroad infrastructure. This remote role prefers Wisconsin residents but allows travel across Wisconsin for diagnostics and meetings.

The candidate will draft scopes, cost estimates, review plans and permits, and manage milestones while maintaining compliance and strong relationships with agencies and railroads.

Qualifications

  • Bachelor’s degree in Engineering from an ABET/EAC accredited program.
  • EIT and PE are preferred.
  • Knowledge of railroad safety, right of way, and construction methodologies.

Responsibilities

  • Manage railroad public projects from concept through construction.
  • Draft scope and fee for project proposals.
  • Prepare and review plans, cost estimates, and agency permits.
  • Lead cross-functional teams and coordinate with agencies and railroads.

They will negotiate on behalf of the client on public agency projects that have potential impacts to railroad infrastructure and right of way. With experience, knowledge, and quality relationships, the Public Projects Manager aims to find win-win opportunities that reduce risk to the railroad. This is a remote position. Candidates should reside in Wisconsin (preferred) or in a bordering area of Minnesota, Northeast Iowa, Northern Illinois, or Michigan's Upper Peninsula. The successful candidate must be willing to travel throughout Wisconsin for crossing diagnostics and on-site project meetings.Essential Duties & Responsibilities:Manage railroad public projects from concept through construction completion on behalf of agencies, railroads, or contractors. Project types may include at-grade crossings, grade separations, parallel roads, quiet zones, trails, drainage improvements, railroad coordination, etc.Lead and develop projects within the Public Projects group as well as other RailPros opportunities that have highway-rail grade crossing aspectsDraft Scope and Fee (Project Proposals)Prepare and review plans, cost estimates, agreements, and agency permitting applicationsPerform due diligence on crossing. history to prepare for onsite crossing diagnosticsSchedule on-site meetings and put together pertinent information for meetingsRun reports and follow up on tasks regularly to ensure compliance with client requirementsTrack construction projects for key milestone markers to ensure timing of approvals, materials, construction crews, and equipmentDevelop other opportunitiesManage public projects budget and OEThis position will require 50% travelOn occasion, travel to client offices, work sites, other project-related locations, RailPros Field Offices as well as RailPros HQ will be requiredContribute to a positive, inclusive, and respectful workplace culture, free from behaviors that undermine morale, productivity, or organizational valuesUphold the organization’s standards of integrity, accountability, and respect in all duties and interactionsAdhere to all company policies, procedures, and applicable laws and regulationOther duties as assigned or required to meet the business needsKnowledge, Skills and Abilities:Proficiency with electronic communication including e-mail and text, as well as standard office applications (i.e., Microsoft Office Suite)Possess exceptional oral and written communication skillsProficient in drafting, review, and executing multiparty agreementsNegotiate critical and controversial issues with top-level engineers and officers of other organizations and companiesConduct presentations and may participate in media interviewsRepresent the organization at important functions or conferences, including media interviews as requiredKnowledge of railroad on track safety and flagging protection, railroad agreements, right of way and construction methodologiesKnowledge of railroad construction standards, AREMA, MUTCD and be able to read and understand civil roadway, bridge, and track plansRequired Education and Experience:Bachelor’s degree in Engineering from an ABET/EAC accredited program or equivalent experienceIn-depth knowledge of industry standards and guidelinesPreferred Education and Experience:Engaged in life-long learning to maintain knowledge of contemporary issuesEstablished relationships with railroad clientsBusiness development skillsAdditional Qualifications, Certifications, etc.:Engineer in Training (EIT)Professional Engineer (PE)Member of professional practice organization, recognized expert on national activity or spokesperson for the professionWhy RailPros?
