Job summary

City of Corvallis seeks a professional to oversee the administration and operation of its public parking program, including on-street and city-owned lots. You will plan, develop, implement, report on, and monitor parking strategies and systems, coordinating with multiple city departments and stakeholders.

Your duties include data collection and analysis, policy development, public outreach, and presenting to community groups and Council committees.

Qualifications

  • Associate's degree in Business/Public Administration, Management, Urban/Transportation Planning, Engineering or a relevant field of study providing the knowledge, skills and abilities to perform the essential functions of the position; a Bachelor’s degree in a relevant field of study is preferred.
  • Two years of work experience in at least one of the following: parking management, urban or transportation planning, or other position-related work. Experience must include communication with the public in a customer service, public education and/or involvement capacity.
  • Knowledge of applicable federal and State laws, local laws and administrative rules, current legislation and issues related to program areas.
  • Good oral and written communication skills; ability to develop clear and concise written policy, lease documents, reports, recommendations or other information summarizing technical issues to a general audience.
  • Ability to analyze and develop recommendations from data and to propose and implement adjustments to programs; interpret and explain City and department policies and technical information related to assigned projects.

Responsibilities

  • Oversee the administration and operation of the City’s public parking program, including on-street parking and City-owned parking lots.
  • Researches, designs, implements, measures, evaluates, and documents strategies to enhance the public parking systems.
  • Develops and implements systems to monitor, measure, and document public parking system supply and demand, usage, and turnover.
  • Plans and conducts data collection, analysis, research activities and reporting related to public parking program.
  • Develops and implements strategies for outreach, public involvement, and education programs for the public.
  • Makes public presentations to community groups, stakeholder groups, advisory bodies, and various other organizations.
  • Drafts policies, procedures, Municipal Code language, and ordinances for public parking, including adjustments to parking rates.
  • Prepares staff reports for presentation to the City Council and Council advisory boards and committees.
  • Administers parking districts, including coordinating district operations, supporting rate-setting efforts, tracking district revenues and expenditures.
  • Coordinates with other staff as needed to review parking permit-related applications, questions, and issues.
  • Develops capital and operational parking projects for internal review and budgeting.
  • Represents the City and/or department by attending related meetings with internal and external parties.
  • Provides staff support to City advisory bodies that align with the public parking program.
  • Oversees procurement of contractors and consultants related to program work, including requests for proposals and contract documents.
  • Provides permitting support for development and other activities that impact the public right-of-way.
  • Coordinates Public Works work programs and activities with Finance, Community Development, and Police Departments.
  • Delivers excellent customer service to diverse audiences and responds to inquiries and complaints.
  • Participates in Emergency Management program activities and continuity of critical public services.
